1. The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the International Development Association (IDA) and other donor partners toward the cost of the Strengthen Ethiopia's Adaptive Safety Net (SEASN) Project and intends to apply part of the proceeds toward payments under the contract for the procurement of printing of 1,987,041 client cards.

The Food Security Coordination Office of the Ministry of Agriculture now invites sealed bids from eligible bidders for the printing of 1,987,041 client cards in one package.

1. Bidding will be conducted through International Competitive Bidding (ICB) procedures specified in the World Bank's "Procurement Regulations for IPF Borrowers". July 2016 revised November 2017, July 2018, and Nov. 2020 ("Procurement Regulations").

Interested eligible bidders may obtain further information from and inspect the Bidding Documents at the address given below from 8:30 AM to 5:30 PM local time during official working days.

Qualification requirements include:

(i) Financial Capability

Bidders shall furnish audited financial statement for the last two years to demonstrate that they have an average annual turnover of at least two times the bid price.

(ii) Experience and Technical Capacity

Bidders shall furnish documentary evidence that they have performed at least two similar contracts of similar size and nature during the last 3 years. Additional details are provided in the Bidding Documents.

The Bidding Documents in English may be obtained by interested bidders upon the submission of a written application to the address below upon payment of ETB 400(Four Hundred Birr).

Bids must be delivered to the address below on or before 18th May 2023 at 10:00 A.M. Electronic Bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' designated representatives and anyone who chooses to attend at the address below on 18th May 2023 immediately after bid closing. All Bids must be accompanied by a Bid Security.
