Ethiopia Wildlife Conservation Authority Invitation for Bid Procurement
Design and Launch Ethiopia Elephant Atlas
Procurement Reference Number: 001/EMEPA-EWCA/2022
Background
The Ethiopian elephant population is estimated to be 2000 occurring in 6 protected areas of Omo, Mago, Gambella, Kafta-Sheraro, Chebera Chuchura National Parks, and the Babille Elephant Sanctuary. In addition, indirect elephant signs (footprints and dung) have been reported in 2 additional areas, the Alatish/Bejimiz and Geralle NPs, but no population estimates are available far.
Supported by the global environmental facility (GEF) and the United Nations Development Program (UNDP), EWCA is currently implementing a six years project entitled "Enhanced Management and Enforcement of Ethiopia's Protected Area Estate" in five protected areas, and has a plan for the development of Design and Launch Ethiopian Elephant Atlas
Objective
The aim of the consultancy is to collect, and compile datasets and information about the status, trends, home ranges, habitat connectivity corridors, human-wildlife conflict, and threats of Ethiopian Elephants in a geo-database and then upload it into an atlas. The atlas could be launched later as a web portal. Atlas projects are broadly defined as collections or syntheses of original, spatially explicit data on species occurrences. We aim to broaden this definition to encompass several aspects of species viability parameters. The final goal of the initiative is to improve the accessibility and consistency of data and information concerning the Elephant population in Ethiopia by launching a web-based Elephant atlas portal and this will enhance its sustainable conservation.
Scope
The Atlas will incorporate relevant information about the Elephant population in Ethiopia in relation to the Ethiopian National Elephant Action Plan, Post-2020 National Biodiversity Strategy, Ethiopian Green Legacy Initiative, Ethiopian CRGE, Targets of the UNDP/GEF 6 – Enhanced Management and Enforcement of Ethiopia's Protected Area Estate Project. The geographic scope will be limited to Ethiopia, with emphasis on past and present Elephant range areas. The tasks include compiling secondary data and information, deriving from a combination of existing sources through screen digitization and modeling, as well as field observations and stakeholder consultations.
Deliverables
The project envisions is to develop and operationalizing standard tools and systems for PA management. More specifically, the following results are expected at the end of the project:
i. Inception report within five working days upon signing the consultancy contract
- a detailed methodology explaining the approaches to be used in executing the atlas project
ii. A consolidated and harmonized geodatabase about the status of the Elephant population in Ethiopia
- Map layers are categorized and systematically presented in the form of an Atlas
- Standard Operational Manuals including geodatabase management, data clearing, and troubleshooting mechanisms
iii. Protected Areas Management Staff capacities enhanced on how to maintain and use the atlas
- Training modules
- Park management and staff capacities to manipulate the system will be enhanced by reporting
iv. Reporting
