Purpose of the Invitation: Procurement of Office Furniture and Equipment, Maintenance and Repair of Office Buildings, and Printing of Publications, Books, and Manuals

1. Purpose of the Invitation: The Somali Regional Livestock and Agricultural Research Institute (SoRLARI), under the Somali Regional State Government, has secured funds and intends to allocate part of these funds to payments under contracts for the supply of goods, works and the provision of related services.
2. Invitation to Bidders: SoRLARI hereby invites eligible and qualified bidders to submit their technical and financial bids for the procurement of goods and services required by the Institute, as detailed in the table below.

3. Bidding Procedure: The procurement process shall be conducted in accordance with the open competitive bidding procedures stipulated in the applicable Public Procurement Proclamation and regulations of the Somali Regional State Government. The bidding process shall be open to all eligible and qualified bidders in accordance with the applicable procurement rules and requirements.
4. Purchase of Bidding Documents: Complete sets of bidding documents, prepared in English, may be purchased by interested bidders upon payment of a non-refundable fee of ETB 300 (Three Hundred Ethiopian Birr) Payment shall be made to the Commercial Bank of Ethiopia using the following Bank Account Number: 1000023053113_ Bidders must present the original deposit slip as proof of payment when collecting the bidding documents.
5. Submission of Bids: Bids must be submitted to the address specified in this invitation on or before the respective bid closing dates indicated in the table above Bid Submission Deadline: As specified for each procurement item in the table above. Time: 2:00 PM Electronic submission of bids shall not be permitted. Late bids shall be rejected.
6. Bid Opening: Bids shall be opened at the address specified in this invitation on the respective bid opening dates indicated in the table above. Bid Opening Time: 2:30 PM. Bidders or their authorized representatives may attend the bid-opening session.
7. Bid Security: Each bid must be accompanied by a bid security in the amount specified in the procurement item in the table above. The bid security shall be submitted in one of the following forms, as permitted by the applicable bidding documents:
   - Unconditional Bank Guarantee: An unconditional bank guarantee issued by an acceptable financial institution & will be 10% of the project Amount.
   - Cashier's Payment Order (CPO): An official payment order issued by a bank.
   Failure to submit a valid bid security in the required amount and form may result in the rejection of the bid.
8. Eligibility and Qualification Documents: Bidders shall submit copies of the following valid and applicable documents:
   1.Renewed Trade Licence.
   2.VAT Registration Certificate.
   3.Taxpayer Identification Number (TIN) Certificate.
   4.Supplier Registration Certificate.
   Technical and Financial Qualification Documents
   Both the technical and financial qualification documents shall each be prepared in one original and one copy. All documents must be duly signed and stamped and clearly marked "ORIGINAL" and "COPY," as applicable.
9. SoRLARI reserves the right to accept or reject any bid, cancel the procurement process, or reject all bids, in accordance with the applicable procurement laws and regulations.
