1. The Federal Democratic Republic of Ethiopia has received/has applied for/intends to apply for financing from the World Bank toward the cost of the Ethiopia Program for Results (hybrid) for Strengthening primary Health Care Service and intends to apply part of the proceeds toward payments under the contract for Procurement of Vital Sign Monitoring, Oxygen Delivery, Diagnostic and Hospital Equipment's.
2. The Ethiopian pharmaceutical supply service (EPSS) now invites sealed Bids from eligible Bidders for:-

3. Bidding will be conducted through international competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" March 2025 ("Procurement Regulations") and is open to all eligible Bidders as defined in the Procurement Regulations.
4. Bids will be evaluated in accordance with the evaluation process set out in the bidding documents. The weightings shall apply for Rated Criteria (including technical and non-price factors) in Section II - Bid Data Sheet (BDS) under ITB 32.4 and ITB 40.1 of technical evaluation and combined evaluation respectively
5. Interested eligible Bidders may obtain further information from Ethiopian pharmaceutical supply service (EPSS), Mr. Awol Jemal and awol.jemal@epss.gov.et & Mr. Jia Uga and jia.uga@epss.gov.et and inspect the bidding document during office hours 8:30AM to 12:30PM and from 1:30PM to 5:30PM from Monday to Thursday and from 8:30AM to11:30AM and from 1:30PM to 5:30PM Friday at the address given below.
6. The bidding document in English may be purchased by interested eligible Bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee of 50 USD or equivalent in a convertible currency. The method of payment will be inform of cash or deposit to the bank account provided below. Once the payment has been made, kindly send the pre-paid receipt to the email address indicated below.
7. Bids must be delivered to the address below on or before 2:00 PM December 04, 2026. Electronic Bidding will not be permitted. Late Bids will be rejected. The outer Bid envelopes marked "ORIGINAL BID", and the inner envelopes marked "TECHNICAL PART" will be publicly opened in the presence of the Bidders' designated representatives and anyone who chooses to attend, at the address below at EPSS at 2:00 PM on December 04, 2026. All envelopes marked "SECOND ENVELOPE: FINANCIAL PART" shall remain unopened and will be held in safe custody of the Purchaser until the second public opening.
8. All Bids must be accompanied by a Bid Security as indicated in the table below.
