1. The Korea International Cooperation Agency (KOICA) Ethiopia Office invites eligible bidders for “Supply of FTC Materials for the Post-Management Project for Irrigation Facilities in Dodota District, Oromia, Ethiopia”.
2. This Invitation is a summary. Bidders shall refer to the Bid Data Sheet (BDS), Schedule of Supply, Specifications and other Bidding Documents for the full requirements.

• Award Method: Qualification review in ascending order of bid price; the first bidder scoring at least 85 points qualifies for award, subject to approval.

All dates and times are Ethiopia local time (UTC+3). No separate participation application or PQ stage is required; submission of the Bid constitutes participation.

• Eligibility and Submission Requirements:

Submit one original and one USB containing electronic copies of the required documents. The signed Price Bid must be in a separate sealed envelope and must not be included on the USB.

1. Legal status

At the bid submission deadline, the Bidder shall be legally established, registered and operating under Ethiopian law. Submit a Business Registration Certificate and a Certificate of Incorporation or equivalent proof of legal status.

2. Licensing and tax status

At the bid submission deadline, hold a valid Business License or Commercial Registration Certificate permitting the sale, distribution, procurement or supply of the construction materials under this Contract, a TIN Certificate and a Tax Clearance Certificate.

3. Bidding restrictions and international sanctions

The Bidder shall not be subject to a bidding restriction or contractual disqualification imposed by KOICA, the Government of the Republic of Korea, the Government of Ethiopia, the United Nations or a relevant international organization. Where official evidence is difficult to obtain, submit a sworn declaration confirming the absence of such restrictions or sanctions.

4. Anti-corruption

The Bidder shall not have been convicted of bribery, corruption or fraud under applicable domestic or foreign laws, or been determined ineligible for contracts. Submit the Anti-Corruption Declaration for Participation in ODA Projects.

5. Integrity

The Bidder shall not directly or indirectly offer or receive money, entertainment, collusive benefits or other improper advantages during bidding, award or contract performance. Submit the Integrity Pledge.

6. Conflicts of interest

Firms directly involved in preparing, evaluating, inspecting or finally approving this procurement, and their affiliates, are ineligible. An affiliate is a company related to another company through common ownership or control.

Upon reasonable request by the Purchaser, the Bidder shall provide evidence satisfactory to the Purchaser that its eligibility continues to be maintained.

• List of Required Documents for Submission: Bidders shall submit all documents specified in the Bid Data Sheet, together with the bid price in a separate sealed envelope, to the submission place by the deadline.

• Bid Security: USD 1,714, valid for at least 90 days after the submission deadline; effective before the deadline. Permitted forms are specified in the BDS.
• Bid Validity: 90 days after the bid submission deadline.
• Bid and Payment Currency: USD; bids shall exclude VAT.
• Submission Method: In person at KOICA Ethiopia Office; electronic submission is not permitted.
• Bid Submission Deadline: October 12, 2026 (Mon), 14:00

3. Bids exceeding the Official Estimate or below 84.245% of that estimate are excluded. Qualification scoring comprises supply performance (30 points) and price (70 points); at least 85 points are required.

5. Bid Language: English. In the event of discrepancies between language versions, the English version prevails.
6. Bidders shall comply with the anti-corruption and integrity requirements throughout bidding, award and contract performance:

• Submit the Anti-Corruption Declaration for Participation in ODA Projects and the Integrity Pledge.
• Bids involving collusion or other improper conduct are invalid in accordance with the Bidding Documents.

7. Eligible bidders shall submit sealed bids. Late bids will be rejected and returned unopened.

9. KOICA is not responsible for costs incurred in preparing or submitting bids, regardless of the outcome.
10. Award will be notified after qualification review and internal approval. The successful bidder shall sign the contract within 10 days of receiving the award notice.
11. This is a lump-sum bid. Contract prices are not adjustable. No advance payment is provided; payment is based on contract unit prices and accepted quantities, with the unpaid balance settled after final acceptance.

※ In the event of any conflict or inconsistency between the Invitation and the BDS, the provisions of the BDS shall prevail.
