The Federal Democratic Republic of Ethiopia (hereinafter called "Borrower") has received financing from the International Development Association (IDA) (hereinafter called "credit") toward the cost of Competitiveness & Job Creation Project. The Borrower intends to apply the funds to eligible payments for goods, works, related services and consulting services to be procured under this project.

The Competitiveness & Job Creation Project (CJCP) has the following four componentsfor Bole-Lemi Phase II and Kilinto Special Industrial Zones:

•  Component1: Institutional and Regulatory Framework and Capacity Building

•  Component 2: Support for Industrial Infrastructure

•  Component 3: Enhancing IZ linkages to the Local Economy

•  Component 4: Project Management and Monitoring and Evaluation

Procurement of contracts financed by the World Bank will be conducted through the procedures asspecified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits & Grants, January 2011 edition, and is open to all eligible bidders as defined in the guidelines, Consulting services will be selected in accordance with the World Bank's  Guidelines: Selection and Employment of Consultants by World Bank Borrowers, January 2011 edition.

Specific Procurement Notices (SPN) for contracts to be bid under the World Bank's announced, will become available, in Un Development Business and dg Market and in the local newspapers of wide international and national circulation.

Prequalification of suppliers and contractors will be required as appropriate for contracts.
