The Federal Democratic Republic of Ethiopia, Ministry of Industry has received financing in the amount of US$ 200 million equivalent from the World Bank toward the cost of the Small and Medium Enterprises Finance Project, and it intends to apply part of the proceeds to payments for goods, works, related services and consulting services to be procured under this project. This project will be jointly financed by the European Investment Bank (EIB).

The project will include the following components:

Component 1: Financial Services to SMEs

 Component 2: Enabling Environment for SME Finance

Component 3: Business Development Services to SMEs

Component 4: Project Management, Communication and Impact Evaluation

Goods and Services to be procured under the project include:

Consultancies service:

• Business Development Services to 912 SMEs,
• Needs assessment of SMEs in Ethiopia ,
• Consultancy Service for Baseline Survey ,
• M&E System Design,
• ICR Diagnostic
• Collateral registry

Procurement of goods and non-consultancy service:

• Supply, installation, and commissioning of the hardware and associated software and license ,for the collateral registry
• Vehicles, Office Furniture, and IT Equipment.

Procurement of contracts financed by the World Bank will be conducted through the procedures as specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, dated January 2011 and revised in July 2014, and is open to all eligible bidders as defined in the guidelines. Consulting services will be selected in accordance with the World Bank’s Guidelines: Selection and Employment of Consultants by World Bank Borrowers, dated January 2011 and revised in July 2014.

Specific procurement notices for contracts to be bid under the World Bank’s international competitive bidding (ICB) procedures and for contracts for consultancy services will be announced, as they become available, in UN Development Business and National Newspaper, Ethiopian Herald, the  English daily.
