1. This request for expressions of interest follows the general procurement notice for this project that appeared in Development Business, notice number 695, 31 January 2007.The Federal Democratic Republic of Ethiopia has received a grant fromthe International Development Association (IDA) towards the cost of NBE- Financial Sector capacity Building project, and it intends to apply part of the proceeds of this grant to payments on Quality- and cost -based selection (QCBS) for recruitment a consulting firm to Strengthening of Banking Regulation and Supervision (RFP21/QCBS/H239-ET).

2. The National bank of Ethiopia, Financial Sector capacity Building Project (NBE-FSCBP) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provideinformation indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.). Consultants may associate to enhance their qualifications.

3. A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers, May 2004 and revised October 2006.

4. Interested consultants may obtain further information at the addressbelow from 9:00am -12 am and 1:30pm-4: 30pm local time Monday-Friday and refer National Bank of Ethiopia website www.nbe.gov.et. For the details of the Terms of Reference under "TOR Part".

5. Expressions of interest must be delivered to the address below on orbefore 4:00 PM, August 31/2009. Expression of interest received late will not be considered.

6. Only short listed consultants will be invited to submit the request for proposal.
