Expressions of interest for: - Design review, bidding documents preparation and construction/erection works supervision services of Transmission & Substations Rehabilitation & Upgrading of 19 existing HV substations.

This request for Expressions of Interest follows the General Procurement Notice for this project that appeared in Development Business No. 779 and dgMarket of July 12, 2010.

The Government of the Federal Democratic Republic of Ethiopia has received Additional Financing for Energy Access Project from International Development Association (IDA), and intends to apply part of the proceeds of this Credit to payments under the contract for Consultant Services of Transmission & Substations Rehabilitation & Upgrading Component of the project.

The main objective of the project is to avoid the problems caused by malfunctioning of equipment and under capacity of 19 existing HV substations, which are connected to the generating plants and supplying electricity to Addis Ababa and other main cities, reduce the power loss, faultfrequency and increase the network reliability.

The Consultancy Services include:-

• Review and update the design and bid documents prepared by EEPCO,
• Analyze and reply to inquiries and questions of Bidders,
• Evaluate the Bids, prepare the contract documents,
• Review and approve contractor's design documents,
• Supervision of construction works and certify contractors payments,
• Administration of all contracts,
• Preparation of monthly and quarterly progress reports and,
• Preparation of Project Completion Report.

The Consultant might be required to establish a Project Site Organization in Ethiopia and supply the required qualified staff to implement the above tasks.

The project will tentatively be implemented over a period of 20 months and expected to be implemented during the period from November 2011 to June 2013, 2013.

The Ethiopian Electric Power Corporation (EEPCO), Executing Agency, now invites eligible Consulting firms to indicate their interest in providing these services. Interested consultants must provide informationindicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, general qualification and number of staffs and so forth, etc.). Consultants may associate to enhance their qualifications. This advertisement is open to all Consultants interested to carry out the services.

A Consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers (May 2004 revised October 1, 2006).
