The Ethiopian Roads Authority has secured fund from the International Development Association (IDA) to finance costs of Emergency Access to Health Services (EAHS) pilot project.Thechief objective of EAHS project is to improve access to health services by reducing transport and communication constraints. The project gives particular attention to improve conditions of reproductive health and incidence of fistula, with special focus to affected Woredas in Amhara and SNNP Regional states. Target population for the pilot project isabout 500,000 residing in four pilot woredas. The project aims to improve access through;
- introduction of innovative Intermediate Means of Transport (IMT), emergency access cards, promotion of community managed ambulance services, rehabilitation ofsmall civil works such as foot-bridges to facilitate access ...etc)
- improved access to knowledge and identification of emergency health risk factors among communities, TBAs, NGOs, CBOs and health care providers
- Empowerment of communities to identify relationships between culture,transport and health issues in order to implement local solutions.
Before actual project implementation activities begin, and to ultimately monitor benefits accrued from the project, a baseline survey study has been conducted. The baseline study identified (i) knowledge, attitude and practice gaps on reproductive health risk factors; (ii) commonness of harmful traditional practices; (iii) poor response mechanisms during emergency health situations; and (iv) poor referral mechanism constrained by lack of appropriate transport andcommunication network.
The baseline study further recommended the need for a comprehensive design and conduct of IEC/ BCC program interventions focusing on socio-cultural, health and transport dimension, as well as preparation of community level referral manual plus M & E technical tools to involve communities in the project.
The Ethiopian Roads Authority intends to use part of the proceeds forconsultancy services to a) prepare IEC/ BCC materials b) conduct IEC/BCC interventions c) develop community level referral manual d) carry out Training of Trainers and e) prepare and disseminate M & E technical tools in the four pilot woredas i.e. Mecha and Dangla Zuria in Amhara Regional state; and Hulla and Loka Abaya in SNNPR respectively.
The overall objectives of the IEC/ BCC Program and development of Community level Referral Manual and M&E Technical Tool is to raise knowledge, practice, participation and communities involvement in the project. More specifically to:
- Increase knowledge practice & awareness among communities, healthworkers, and transport service providers to reduce occurrence of reproductive health related risks.
- Facilitate and improve access for women of reproductive age to healthservices through improved referral mechanism.
- Enhance accountability of key actors and stakeholders on emergency access to health services.
Pertinent to the specific objectives, tasks broadly shall involve (i)design, preparation, production, and distribution of IEC/ BCC materials; (ii) execution (conduct) of IEC/ BCC programs in the four pilot woredas; (iii) preparation of referral manual; (iv) development of participatory M&E technical tool; as well as (v) carrying out necessarytrainings on the referral manual and M&E technical tool.
