The Government of Federal Democratic Republic of Ethiopia  has received a Credit from the International Development Association(IDA) for the Public Sector Capacity Building Program Support Projectand the Ministry of Civil Service intends to apply part of the Creditproceeds to eligible payment of consulting service under  contract for Capacity Building of the National Job Evaluation and Grading Study Team .

The Consulting Service includes but not limited the Following:

• Assess the National JEG Study Team work that has already done to thisdate, its knowledge and skill levels in Points Rating Job Evaluation System, identify the gabs and recommend remedial action.
• Design the necessary and appropriate training program for about 30 participants and deliver the training on concepts and practical exercises in Points Rating Job Evaluation System and produce well trained and capacitated experts who are able to complete the JEG Project effectively.
• Couch the National JEG Study Team and evaluate the work that has beendone by the Team and give feed-back and inputs with constructive comments on specific issues, challenges and workable solution to the Team that depicts the way forward.
• Revisit subsequent activities to be undertaken by the National JEG Study Team after completion of the Pilot Test of evaluating jobs and provide feed back to the Team on the outputs for 15 /fifteen/ days to complete the assignment qualitatively.
• Deliver well organized and complete reports of accomplishment within 15 /fifteen/ days after completing each assignment both in SOFT and HARD copies to the State Minister of Ministry of Civil Service of FDRE.

The Ministry of Civil Service now invites eligible and qualified individual consultants to indicate their interest in providing the consultancy service for Capacity Building of the National Job Evaluation and Grading Study Team.

Interested Individual Consultants must provide information indicatingthat they are qualified to perform the service as per the minimum qualification criteria listed below /curriculum vitae, documentary evidence of academic background, evidence of experience on similar assignments and knowledge of local conditions, etc).

• PHD/MA/BA in Management, Public Administration or related Social Science fields.
• Fifteen /15/ years of adequate practical experience in Points Rating Evaluation System especially in the Civil Service sector.
• Proven experience in Public Sector Reform in developing Salary Scale and similar assignments.
• Having track records of high quality outputs on similar project.
• Excellent communication skill and good command of English Language.

A consultant will be selected in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants by World Bank Borrowers  January 2011
