EXPRESSIONS OF INTEREST

The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (IDA) and Multi Donors toward the cost of the Productive Safety Net Project APL III, and intends to apply part of the proceeds for consultant services. The service includes hiring of a consulting firm to conduct a Public Works Impact Assessment.

The objectives of the assignment are to determine the extent and nature of the impact of the PSNP PW programme (i) on the watersheds in which it is being implemented, and (ii) on the access to social services and natural resources enjoyed by PSNP households in those watersheds, during the period 2006-2011.  

The consultant is expected to produce  series of reports (inception report, draft final report and final report) on the:  (a) The extent and nature of the impact of the PSNP PW programme on the watersheds selected, and on the access to social services and natural resources enjoyed by PSNP households in those watersheds; (b) The effectiveness of the community-based participatory integrated watersheddevelopment approach of the PSNP PW programme, and the contribution of PSNP activities within the totality of activities in the watershed, and (c) Cost-benefit ratios for the subprojects examined. The estimated implementation period is from end of December 2011 toend of May 2012.

The Food Security Coordination Directorate (FSCD) of the Ministry of Agriculture (MoA) now invites eligible consultants to indicate their interest in providing the services. Interested consultants must provideinformation indicating that they are qualified to perform the services (brochures, description of similar assignments, experience in similar conditions, availability of appropriate skills among staff, etc.).

A consultant will be selected in accordance with the procedures set out in Bank's Guidelines: (Selection and Employment of Consultants by World Bank Borrowers (current edition). Interested consultants may obtain further information at the address below during office hours, 9:00 a.m. to 12:00 noon and 2:00 p.m. to 5:00 p.m.

Expressions of interest must be delivered to the address below on or before 10:00 AM on 11 November, 2011.
