Assignment Title: Preparation of structural plans for three urban centers (Bahir Dar, Gondar and Debre Birhan) in Amhara Regional State.

The Government of the Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of Public Sector Capacity Building Project and intends to apply part of the proceeds forconsulting services.

The consulting service includes preparation of topographic map, basic structural plans and other services incorporated in the Term of Reference (TOR). The consultant should be able to deploy a team of specialists that match the complexity of the task such as Urban planner/ Architecture planner(Team leader), Urban planner/ Architecture planner, Transport planner, Civil Engineer Environmentalist, Surveyor, Sociologist/Demographer/,Historian/Anthropologist, Environmentalist, Economist, Geologist and GISExpert.

The Amhara National Regional Sate Civil Service Bureau now invites eligible consultants to indicate their interest in providing the services. Interested consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are (core business and years in business, qualifications in the field of the assignment, technical and managerial organization of the firm, general qualifications and number of key staff)

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers May 2004 and revised in

October, 2006 ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A consultant will be selected in accordance with the QCBS method set out in the Consultant Guidelines.
