The objective of the assignment is:
• To provide a comprehensive and systematic accounting ofperformance of the project intervention at the end of the project cycle, both at local and national level, focusing on the result framework of the project,
• To promote accountability and transparency, and to assess and disclose levels of project accomplishment with all opportunities and successes,
• To synthesize or draw lessons that may help improve the selection, design, and implementation of future tourism sector development activities/projects.
The consulting services ("the Services") include:
The consultant will carry out a full evaluation of the project's performance through a thorough desk review, qualitative and quantitative data collection, including surveys, interviews, case studies and observations. This evaluation will comprise three main sections. The first is an evaluation of the project's impacts and outcomes in relation to its Project Development Objective (PDO) and key PDO-level indicators; the secondis an evaluation of the project's activities and outputs and their link with higher-level objectives. The third section is an evaluation ofkey factors affecting the project's implementation. These main sections are further described below:
1. Assessmentof outcomes:
a. Level of achievement of the ProjectDevelopment Objectives (PDO): this addresses impacts, outcomes, outputs and -level indicators, as outlined in the project's Results Framework (see annex, indicators 1,2,3). Through surveys, desk research and stakeholder interviews, determine end line data for each PDO-level indicator and collect and assess proxy indicators.
b. The useof a control group/destination can help corroborate the impacts of the project and its causal linkages. Given the lack of suitable control destinations, national averages will be utilized. Compare changes in key indicators of target destinations to changes in their national averages (growth rates and rate of change).
c. Assess the project's intended and unintended impacts, including: i) poverty impacts, gender aspects and social development, ii) Institutions and their capacities, iii) Other unintended outcomes and impacts (positive or negative)
d. Economic and Financial Analysis: Calculate the net present value (NPV) and the economic rate of return (ERR) as well as a sensitivity analysis in line with methodologies utilized in the Project Appraisal Document.
2. Evaluate the key factors affecting project implementation and outcomes. This will be carried out through desk research and key stakeholder interviews. This includes:
a. Assessing the project design and quality at entry, including the PDO, components, institutional and implementation arrangements and risk assessments
b. Assessing the performance of implementation, including: timeline and key milestones (suspension, mid-termreview, project restructuring, extension), monitoring & evaluation, safeguards and fiduciary compliance, procurement and financial management;
c. Assessment of risks to development outcomes (Sustainability, human capital and institutional development, etc)
d. Assessing performance of the project's implementing, coordinating and supervising institutions: The Project Coordination Unit (PCU), MoCT, the World Bank (ensuring quality at entry, quality of supervision)
e. Evaluation of financial management, fiduciary, reporting quality and soundness
f. Lessons Learnt
3. Evaluation of the performance of project activities. The project consists of three major components: 1) Destination development, 2) market development, and 3) institutional development and capacity building; as well as the resettlement program. Each component comprises a number of sub-components, activities and related indicators (see intermediate indicators from Results Framework in Annex). Data will be provided through desk research, surveys, observations and stakeholder interviews, as discussed in the methodology section. This section will carry out the following evaluation:
a. Analyze the goals and work completed of each sub-component and their activities financed, verify the achievements and the end line data for each indicator
b. Analyze the impacts of each activity (outputs) and their links to the objectives (PDO), goals (outcomes) and on relevant stakeholders (visitors, communities, private sector, public sector, et). This analysis will explore the causal relationships between the project intervention and the outcomes as distinct from other causal factors. What are the causal linkages between the operation and the claimed benefits? How strong are these linkages?
The consulting Service will be implementedin 3 calendar months time beginning from July, 2015.
