Request for Expressions of Interest for ULGDP II 3rd Annual Performance Assessment of 44 Cities and 9 Regions in Ethiopia
The government of the Federal Democratic Republic of Ethiopia has
received a credit from the International Development Association (IDA) toward the financing of the Second Urban Local Government Development Program (ULGDP II). The Ministry of Urban Development, Housing and Construction, the program implementing agency, intends to apply a portion of the proceeds of this credit to eligible payments under the contract for which this Request for Expressions of Interest is issued.
The overall objective of ULGDP II is to enhance the institutional performance of participating Urban Local Governments in developing and sustaining urban infrastructure and services.
The ULGDP II became effective on July 11, 2014 and closes on December 31, 2019.
The Ministry of Urban Development, Housing and Construction has been seeking Expressions of Interest from eligible firms to provide technical assistance in carrying out the 3rd Annual Performance Assessment of 44 Cities and 9 Regions in Ethiopia.
The specific objective of the assignment is to assess the performance of the 44 cities and 9 regions that are participating in the Second Urban Local Government Development Program in respect of Disbursement Linked Indicators (DLIs) 1, 2 and 3 and the associated performance measures and indicators described in the ULGDP II Annual Performance Assessment Guideline (APAG), so as to identify the achievement of the cities, individually and in aggregate. The assessment will be used to determine: a) whether ULGDP II funds linked to the DLIs described can be disbursed (by the World Bank); and b) the allocation, or non-allocation of funds, (by GOE) that maybe made to each of the 44 participating cities for Ethiopian Financial Year 2009 (8 July 2016 to 7 July 2017 GC). In addition to this, the APA will review the DLIs related to the performance at the regional level (DLIs 4, 5 and 6).
The Annual Performance Assessment (APA) should involve minimal professional "judgment" or "analysis" on the part of the consultant or city although some is required. It should as far as possible, be "evidence" based i.e., performance is assessed on the basis of identifiable (documentary) evidence provided by the cities as per the APAG. The Consultant should be able to provide evidence that conclusively and indisputably supports the assessment.
The actual assessment will be carried out over a 3 calendar month period and involves roughly 22 experts of variousdisciplines. At the end of the assessment the Consultant will producePreliminary Assessment Reports to be given to each city. The Consultant will also produce and submit to MUDHCo and World Bank draft and final Assessment Reports for each city as well as a Synthesis Report. Thework therefore also involves a lot of data analysis, presentation andediting (45 reports).
All the tasks will be specified and detailed in the Terms of Reference and Request for Proposals to be provided to the short listed firms. The estimated implementation period for the assignment is approximately 4 months over the period from September 2015to January 2016. Most of the work is done during the period Septemberto November 2015 with submission of final reports in January 2016.
It is envisaged that the work will require the services of firm that has done similar work on performance grant evaluation. Experience in Sub-Saharan Africa is essential and familiarity with Ethiopia will be advantageous.
Consultants can associate to enhance their qualifications. In case of a Joint Venture (JV), all members of the JV will be evaluated jointly for the purpose of short listing and shall be jointly and severally liable for the assignment and shall sign the contract jointly incase of award being made to that JV group. Interested consultants should clearly indicate the structure of their "association" and the duties of their partners and sub consultants in their application. Unclearexpressions of interests such as "in association with" and / or "in affiliation with" and etc. without indicating the status of the partnership and designation of the lead partner may not be considered for short listing
In sending their expressions of interest, interested firms must provide information indicating that they are qualified to perform the services. (Brochures and resume of the firms, descriptions of similar assignments internationally and in Sub-Saharan Africa and availability of appropriate skills).
The consultancy will be selected in accordance with procedures set out in the Public Procurement Manual, December 2011 and the Standard Bidding Document for Procurement of Consultants, International Competitive Bidding, Version 1, July 2011 issued by the Public Procurement and Property Administration Agency, Ministry of Finance and Economic Development, Federal Democratic Republic of Ethiopia, following QCBS method of selection.
