The Government of the Federal Democratic Republic of Ethiopia has applied for financing from the World Bank towards the cost of improving the transport system in the city of Addis Ababa. The Addis Ababa City Roads Authority (AACRA) would like to allocate part of the proceeds to eligible payments under the Contract for the engagement of a consultant for providing a Technical Assistance Services for the Traffic Police.

The consulting services ("the Services") include, but not limited to thefollowing:

a)      Assess the current traffic enforcement practices and staff deployment and recommend changes, including capacity building, as appropriate for the police to be able to best perform their traffic enforcement responsibilities;

b)      Prepare a recommended list of equipment to be procured under the project to improve traffic enforcement and traffic safety, and prepare technical specifications for this equipment;

c)      Prepare a recommended police training program;

d)      Prepare, recommend and organize a study tour.

The total duration of Technical Assistance Services is 4 months.

The expected time of commencement will be April 2016.

The Addis Ababa City Roads Authority now invites qualified and experienced consulting individuals ("Consultants") that are eligible to participate in the World Bank funded projects, to indicate their interest in providing the Services. Interested Consulting individuals should provide information indicating that they are qualified and experienced to perform the Services as per the minimum qualification criteria listed below (i.e., documentary evidence of academic background, evidence on experience in similar assignments and knowledge, etc.). The following criteria will be used to assess the Expression of Interest documents;

• A minimum of BSc Degree in Traffic Engineering and/or Traffic Management or related fields with 15 years of experience in providing consulting and technical assistance services.
• At least 10 years of experience in Technical Assistance Services in Urban Mobility or Traffic Management or related services.
• Experience in TrafficPolice operations and training.
• Extensive knowledge of national rules, regulations and directives in respect of traffic police operations
• Knowledge and experience in the region (in Ethiopia and other Countries)

The attention of interested Consultants is drawn to paragraph 1.9 of theWorld Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants byWorld Bank Borrowers, January 2011 (Revised July 2014) ("Consultant Guidelines"), setting forth the World Bank's policy on conflict of interest.

The selection of individual consultant will be conducted in accordance with the procedures set out in the World Bank's Guidelines: Selection and Employment of Consultants under IBRD Loans & IDA Credits & Grants by World Bank Borrowers, January 2011 (RevisedJuly 2014).
