This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in Development Business No. DB Reference Nº: WB 1067/03-16 Posted on March 8/2016.

The Government of Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this Grant to payments under the contract for selection and employment of individual consultant for e-GP communication for Federal Public Procurement and Property Administration Agency.

The objectives of the consultancy service is to carry out communication need assessment for different stakeholders group, develop and implement the project communication strategy, action plan and promote the E-procurement through different communication channels.

The services to be rendered by the consultant include the following:

-      Carryout communication needs assessment for different stakeholder groups. 

-      Own and update communication strategy and action plan for the project.

-      Develop information, Education and Communication (IEC) materials such as handouts, posters, broachers, video materials etc.

-      Prepare bi-monthly project progress and forth coming activities on E-Procurement.

-      Assist e-project manager on conducting e-GP readiness assessment survey and preparing reports. Regularly monitor the mass media and produce reports.

-      Monitor the public awareness and perception of the project

-      Monitor the public awareness & perception of the project to maintain a right for the project & communication activities

-      Prepare & update online content of E- Procurement portal in regular basis

-      Prepare messages and notices to notify the e-procurement system users about ad hoc and planned activities and events in e-procurement, to implement the project communication strategy and action plan, Assist change management process at different levels e-GP implementation  

The qualification of consultant who would like to apply for the job should possess the following minimum criteria:

-      Educational background: Bachelor Degree in Mass Media, Journalism and Public relations, Communication, Business, Management, information systems or related discipline.

-      Experience:

o   Civil awareness or public communication at least one public project in a public sector or large private sector organization.

o   At least 10 years professional experience.

o   Knowledge of public procurement, public sector and change management experience will be added advantageous.

o   Knowledge in public procurement, public sector, & change management experience will be preferable.

The Ministry of Finance & Economic Cooperation (MoFEC), Channel One Programs Coordinating Directorate (COPCD), now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide CVs supporting documents and information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, qualifications, and so forth).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011 and as revised July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  An individual consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
