The Government of Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this Grant to payments under the contract for selection and employment of individual consultant for e-GP Project Manager (Electronic Government Procurement) for Federal Public Procurement and Property Administration Agency.

The objectives of the project manager shall be responsible for the day today management of the implementation of E-Procurement under the oversight of FPPPAA. The e- Project manager will provide the following professional competence:-

• Carry out e-GP readiness assessment Survey as the first activity under the e-GP component of the project.
• Lead & manage the technical team that will provide critical support for the implementation of the e-GP project.
• Ensuring the availability of the system infrastructure (with regard to the help Desk, support training, information technology (IT) infrastructure and network connectivity).
• Developing and detailed project plan, budget for the project and submittal plans (risk, change, capacity building, monitoring and communication management plans).
• Updating and maintaining a project charter outlining management structure, reporting and coordination arrangement, staffing requirement, and project plan.
• Lead and manage the technical team that will provide critical support for the implementation of the e-GP Project .Moreover, the Manger insures that e-GP project utilize the “best practices “in large scale –scale project management including quality management principles.
• Preparing & maintain a risk management plan, preparing & coordinating e-GP technical & the screening committee meetings & acting as a communication focal point to the e-GP Technical & the steering committees etc.

 The qualification of consultant who would like to apply for the job should possess the following minimum criteria:

• Master Degree in Business, Management, Procurement, Information Technology, Information system, Software engineering or related discipline.
• Experience in managing at least tone large information systems project in public sector or large private sector or large private sector organization.
• At least 10 years of experience.
• Knowledge in public procurement, public sector, and change management experience will be added advantage

The Ministry of Finance & Economic Cooperation (MoFEC), Channel One Programs Coordinating Directorate (COPCD), now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide CVs supporting documents and information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, qualifications, and so forth).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011 and as revised July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  An individual consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
