This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in Development Business No. DB Reference Nº: WB 1067/03-16 Posted on March 8/2016.

The Government of Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this Credit to payments under the contract for selection and employment of individual consultant for Strategic Technical Advisor for advising the Office of Federal Auditor General (OFAG).

The consulting service of Strategic Technical Advisor shall be advising the Auditor General in all areas of Operation-audit and Support Services or Functions. The specific responsibility of the advisor includes but not limited to the following:

• Advising on efforts of ensuring the audit works comply with standards and advise on improving the Research and Development Directorate.
• Assist in ensuring the Audit works comply with International Standards for Supreme Audit Institution (ISSAI) standards, assist the implementation of change management and advise good practices, assist the Auditor General(AG) in institutional transformation of the Office of Federal Auditor General , and assist in strengthening Public Account Committee (PAC) and stakeholders Communication and Relationship;
• Follow up on modernization and automation initiatives of the Office,

The qualification of Strategic Technical Advisor who would like to apply for the job should possess the following minimum criteria:

• A person who have worked as a former Auditor General or Deputy Auditor General or Assistant Audit General or equivalent level with more than 5(five) years’ experience within a well-established Supreme Audit Institution or Audit Institution or firm.
• Expert level technical knowledge on one or more of the following areas; (i) Financial audit; (ii) performance audit; (iii) compliance audit; (iv) regularity audit; or  (IT)  auditing and be fully conversant in the most up to date ISSAI’s;
• Hold a professional designation in a finance related discipline such as Chartered Accountant, Certified Public Accountant(CPA) or equivalent with at least 8(eight) years post qualification or MSC in Accounting with 8(eight) years post qualification experience;
• Fully conversant with ISSAIs and the working and best practices of a modern SAI including mandate; strategic planning and the necessary governance arrangements surrounding business processes, risk management , human resource management and other accountability mechanisms
• Preference will be given to candidates that have worked at the level of senior executive within advanced Supreme Audit Institution (SAI) e.g. Auditor General or Deputy Auditor General and who can demonstrate significant international experience in the areas outlined above; and
• Substantial experience in establishing and directing SAI audit systems and enhancing the quality of work;
• Experience of working in Ethiopia will be considered an advantage.

The Ministry of Finance & Economic Cooperation (MoFEC), Channel One Programs Coordinating Directorate (COPCD), now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide CVs supporting documents and information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, qualifications, and so forth).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011 and as revised July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  An individual consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
