The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (IDA) the World Bank towards the cost of implementation of the Competitiveness & Job Creation Project. The Industrial Parks Development Corporation (IPDC) - an implementing agency, intends to apply a portion of the proceeds of this Credit to eligible payments under the contract for the Consultancy Services of Development of CRM (Customer Relation Management) and ERP (Enterprise Resource Planning) for Ethiopian Investment Commission (EIC) and Industrial Parks Development Corporation (IPDC).

The Consulting Services (“the Services”) include, but are not limited to the following:

1. The CRM system should help EIC staff provide excellent services to investors including marketing, information, assistance and advocacy throughout the phases of the investment cycle (Attraction, Entry, Establishment, Expansion, Diversification, Retention and transition);
2. The CRM system should comply with the principles of comprehensive/holistic, integrated platform to provide excellent services to investors with a clear point of contact; and as part of the One-Stop-Shop (OSS) model, and the system should provide access to the appropriate Government Agencies;
3. The ERP system should address seventy to seventy five percent of IPDC’s technical and functional requirements; and the system should be Industrial Park-oriented/able to manage ongoing projects;
4. The ERP system must be integrated/contain enterprise-wide information and every office/park should have its corresponding levels of access to the same system according to its business functions; and
5. The ERP system must support high availability for data base cluster, mirroring, always all availability groups, data replication etc. or any other advanced technologies.

The Industrial Parks Development Corporation now invites eligible and qualified Consulting Firms to indicate their interest in providing the Consultancy Services of Development of CRM (Customer Relation Management) and ERP (Enterprise Resource Planning) for Ethiopian Investment Commission (EIC) and Industrial Parks Development Corporation (IPDC). The Consulting Firms should provide information demonstrating that they have the required qualification and relevant experience to perform the Services.

The Short Listing Criteria are: 

1. Core Business and Years in Business;
2. Qualifications in the Field of the Assignment;
3. Technical and Managerial Organization of the Firm; and
4. General Qualifications and Number of Key Staff.

The attention of the Consultants is drawn to paragraph 3.14 of Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services of July 2016, setting forth in the World Bank IBRD-IDA Procurement Regulations for IPF Borrowers on conflict of interest.

The Consultants may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. The selection of consultant will be conducted in accordance with the QCBS (Quality and Cost Based Selection) method set out in the World Bank IBRD-IDA Procurement Regulations for IPF Borrowers: Procurement in Investment Project Financing Goods, Works, Non-Consulting and Consulting Services of July 2016.
