Assignment Title: Consultancy Service for Development of an Integrated City-Wide Sanitation Plan, Feasibility Study and Detail Design of Waste Water Management System for Sodo and Arba Minch Towns.

The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Second Urban Water Supply and Sanitation Project (2nd UWSSP) and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include: Development of an Integrated City-Wide Sanitation Plan and Feasibility Study and Detail Design of Waste Water Management System of Sodo and Arba Minch Towns in SNNPR Region.

OBJECTIVE OF THE ASSIGNMENT 

The overall objective of the service is to conduct assessment, feasibility study and detail design of waste water management system, enabling realization of City Wide Inclusive Sanitation (CWIS).

Specific objectives of the assignment are:

• Conduct rapid assessment of current sanitation situation through review of the two towns’ situation assessment study report and other pertinent documents.
• Conduct feasibility and detail design of appropriate city wide inclusive sanitation/waste water management infrastructure, and recommend commensurate management system (financial and business arrangement, regulatory framework, and customer-oriented programs) of the two towns.
• Develop indicative plan for sanitation (solid, waste water and urban drainage) for the two towns.

SCOPE OF THE WORK

Task I–Conduct rapid assessment of the existing sanitation situation, infrastructure works and existing plan with respect to liquid waste of the two towns.

Task II- Feasibility Study and Detail Design of Wastewater Management for the Two Towns.    

Total duration of the service is 9 months (270 calendar Days).

The SNNPR Regional Water & Irrigation Development Bureau now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.

The short-listing criteria are: Core business and years in business, qualification and experience of the consulting firm in the field of assignment, organizational, managerial and technical capabilities of the firm, and general qualification and number of key staff but not individual experts’ bio data.

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011 Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

Consultants may associate with other firms in the form of a joint venture or a sub consultancy to enhance their qualifications.

A Consultant will be selected in accordance with the Quality and Cost Based Selection (QCBS) method set out in the Consultant Guidelines.
