Assignment Title: Second Round Impact Evaluation of UPSNP
Reference No. : ET-MUDH-100231-CS-QCBS
The Federal Democratic Republic of Ethiopia has received financing from the World Bank to the cost of the Urban Productive Safety Net Project (UPSNP)], and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) includes conducting data collection and impact evaluation for the second half of the urban productive safety net project’s life span in all cities (Addis Ababa, Adama, Semera-Logia, Asosa, Dessie, Dire Dawa, Gambella, Hawassa, Harer, Jijiga, and Mekelle). A rigorous evaluation of both individual and community-level impacts is key to providing solid lessons.
The impact evaluation has two objectives:
- to assess the overall impact of the project on the welfare of project beneficiaries—their consumption, employment, human development and income, in order to assess progress towards the Project Development Objective; and
- to test the effectiveness of specific interventions under the livelihoods support in order to inform scale-up of livelihoods support activities.
The data collected in the impact evaluation surveys will also be used to report on progress in meeting the targets set out in the results framework of the project.
In addition, qualitative methods (mainly focus groups and individual interviews) should be used to assess the impact of the project and provide insights into the quantitative findings. Impact evaluations use a comparison group (counterfactual) to estimate the state of the beneficiaries in the absence of the program and will rely on a baseline and follow-up data on treatment and comparison groups. The baseline survey and the first follow-up survey on the treatment and comparison group have already been conducted.
The estimated implementation period for the assignment is 10 months and 20 days with in June 2019 – July 2021
The Federal Urban Job Creation and Food Security Agency now invites eligible consulting firms (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria include: relevance of core business and years in business; qualification and experience in the field of assignment; technical and managerial capabilities of the firm to carry out surveys and analytical work; and general qualification and number of key staff but not individual experts’ bio data.
The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers (January 2011 revised July 2014) (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.
