Assignment Title: ET-CSA-198494-CS-QCBS / Individual Consultant Selection for Household Consumption and Expenditure & WMS -Technical support on data processing and analysis, report writing, estimation procedures and skill transfer for the HCE and WMS experts

1. The Federal Democratic Republic of Ethiopia (FDRE)  has received financing from the World Bank toward the cost of the ESPES project, and intends to apply part of the proceeds for consulting services. The consulting services (“the Services”) include Individual Consultant Selection for Household Consumption and Expenditure & WMS -Technical support on data processing and analysis, report writing, estimation procedures and skill transfer for the HCE and WMS experts. The general objective of the consultancy is to provide technical guidance to the Central Statistical Agency of Ethiopia in strengthening the production and analysis of poverty and welfare statistics. The detailed Terms of Reference (TOR) for the assignment can be found at the following website: (www.csa.gov.et) or can be obtained at the address given below.
2. The Central Statistics Agency CSA) now invites eligible Individual consulting service (“Consultants”) to indicate their interest in providing the Services. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services. The shortlisting criteria are: The consultant’s Qualification and work Experience
3. The attention of interested Consultants is drawn to Section III, paragraphs, 3.14, 3.16, and 3.17 of the World Bank’s “Procurement Regulations for IPF Borrowers” July 2016 setting forth the World Bank’s policy on conflict of interest (“Procurement Regulations”) on related issues.
4.  A Consultant will be selected in accordance with the INDIVIDUAL CONSULTANT SELECTION METHOD set out in the Procurement Regulations.
