Grant No. D732-ET

Assignment Title: Survey to undertake baseline and follow up Surveys for the Public Works, Permanent Direct Support, and Livelihood impact evaluation

Reference No. ET-UJCFSA-219764-CS-QCBS

The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost of the Urban Productive Safety Net and Jobs Project (UPSNJP), and intends to apply part of the proceeds for consulting services.

The consulting services (“the Services”) include conducting data collection and impact evaluation of the safety nets components of the UPSNJP including public works (PW), direct support (DS) and livelihoods development (LD). A total of 10 cities, including Addis Ababa and Dire Dawa will be covered under the impact evaluation. A rigorous evaluation of both individual and community-level impacts is key to providing solid lessons.

The impact evaluation has two objectives:

  1. To assess the overall impact of the project on the welfare of project beneficiaries measured using a wide range of economic, social and psychological indicators in order to assess progress towards the Project Development Objective; and
  2. To test the effectiveness of certain behavioral interventions under the livelihoods development sub-component in order to adjust program design features.

The data collected in the impact evaluation surveys will also be used to report on progress in meeting the targets set out in the results framework of the project.

Impact evaluations use a comparison group (counterfactual) to estimate the state of the beneficiaries in the absence of the program. The services under this consultancy include administering one baseline survey and three follow-up surveys on households in both treatment and comparison groups. In addition to these household surveys, qualitative methods (mainly focus groups and individual interviews) should be used to assess the impact of the project and provide insights into the quantitative findings.

The estimated implementation period for the assignment is 4 years and 2 months between July 2021 and September 2025. It is estimated that the assignment shall require approximately five months of key staff time each year. The expected start date of the assignment is on-July 2021.
