Assignment Title: Consultancy Services to Conduct livestock GHG inventory to fill data gaps as per the data improvement plan in Oromia

 Reference No.: ORCU/OFLP/RFP/01/2022

The Federal Democratic Republic of Ethiopia has received financing from International Development Association (IDA) toward the cost of Oromia National Regional State Forested Landscape Program (OFLP) and intends to apply part of the proceeds for consulting services.

Therefore, the Oromia Environmental Protection Authority (OEPA) now invites eligible consulting firms to indicate their interest in providing the Service. Interested Consultants should provide information demonstrating that they have the required qualifications and relevant experiences to perform the Services.

Objective of the Assignment:

To implement Oromia cattle GHG inventory improvement plan using data acquisition protocols developed by UNIQUE/CCAFS. The data collected should suit the needs of OFLP for improvement of the draft GHG inventory and development of a baseline of direct emissions from the livestock sector in Oromia region.

Scope of the Assignment

The Consultant will collect data required in the inventory improvement plan using methods that meet IPCC requirements. The surveys will be conducted in four cattle production systems. For each system, sampling strategies should enable estimation of the key parameters to a 95% confidence level for a given level of precision. Data collection tools previously developed and tested by UNIQUE/CCAFS shall be incorporated in the survey tools used by the Consultant. The main steps set out below shall be completed in close coordination and consultation with the Oromia REDD+ Coordination Unit (ORCU) and other relevant institution including but not limited to: the Ministry of Agriculture’s Environment and Climate Change Coordination Directorate (ECCCD) MRV Unit; the Ethiopian Institute of Agricultural Research (EIAR); the Central Statistical Agency; and UNIQUE. In particular, with support from the Silva Carbon program, UNIQUE will provide technical backstopping to the Consultants to ensure that the survey tool and sampling design is adequate; to support training of enumerators, as needed; and to support data analysis to ensure the outputs are aligned with Oromia regional GHG inventory requirements.
