This Request for Expressions of Interest follows the General Procurement Notice for this project that appeared in UNDB online on WB –P501096-03/20.

The Government of Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) and intends to apply part of the proceeds of this Credit to payments under the contract for Selection and Employment of Individual Technical Adviser to Roll out Program Budgeting to Regions and City Administrations for Ministry of Finance.

OBJECTIVES OF THE ASSIGNMENT

The main objective of the assignment is to roll out program budgeting to Regions and City Administration so that to prepare proto type program budget manual, training module and providing training for pilot regions and city administration.

The scope of work for individual consultant will include but not limited to:

• Review the assessment report of federal PBB and based on the recommendation given conducting the revision of manual of PBB at federal level,
• Developing program budgeting system for Regions and City Administration , and
• Preparation of proto type manual and training module as well as providing training are among tasks to be performed.

THE SHORTLISTING CRITERIA ARE:

The qualification of Individual Technical Adviser who would like to apply for the job should possess the following minimum criteria:

• A person who hold a University degree in economics and or social science discipline, postgraduate training or equivalent qualification regarding  program budgeting,
• At least 10 (Ten) years of post-qualification experience of working in the field of extensive public sector financial management experience preferably at senior management level with a good experience in designing and  implementing program/ performance budgeting of public sector budgeting. 

Specifically, she/he should have:

• Experience in organizing and conducting training courses and workshops would be an advantage.
• Familiarity with modern computer systems and application software, including   e-mail and the Internet.
• Excellent interpersonal skills and ability to work as part of a team, to maintain effective and cooperative relations with national authorities as well as donors, and to handle sensitive issues with discretion in a multicultural environment.
• She/he must be fully proficient in English.

Duration of the assignment

• This assignment is expected to be carried out within six months period on renewable basis.

The Ministry of Finance (MoF), Channel One Programs Coordinating Directorate (COPCD), now invites eligible individual consultants to indicate their interest in providing these services. Interested consultants must provide CVs supporting documents and information indicating that they are qualified to perform the services (description of similar assignments, experience in similar conditions, qualifications, and so forth).

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants [under IBRD Loans and IDA Credits & Grants] by World Bank Borrowers [January 2011 and as revised July 2014] (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.  An individual consultant will be selected in accordance with the Selection of Individual Consultants method set out in the Consultant Guidelines.
