The Government of Federal Democratic Republic of Ethiopia has received financing from the World Bank to improve the transport system in the City of Addis Ababa.

The Addis Ababa City Roads Authority (AACRA) intended to apply a portion of the proceeds of this Credit to eligible payments under the contract for Individual Consultancy Services of Intelligent Transport Systems (ITS) Expert.

The Addis Ababa City Roads Authority (AACRA) now invites eligible individual consultants who are qualified to provide the required services as listed below.

The ITS Expert will undertake; but not limited to the following main duties and responsibilities;

• Reviewing, discussing and providing comment in traffic engineering studies and design (specifically signal), ITS studies and design, and related field works and analysis;
• Assisting with the writing of reports, delivering of presentations, communication of concepts and deliverables to the Client, and participating in quality control checks;
• Participating technical discussion with ITS consultants, suppliers and other stakeholders;
• Reviewing and approving (make recommendation for approval) ITS related documents, such as draft bid document, bid evaluation report, project plan, progress report and acceptant report, submitted by consultants, contractors, or suppliers;
• Supervising ITS activities implementation and resolving any unexpected technical difficulties and other problems that may arise;
• Following up and verifying implementation of corrective actions;
• Assisting and capacitating AACRA staff through on job monitoring and training;

The ITS Expert shall have the following qualifications and experience;

• M.Sc. Degree in Electronics or Control Engineering, Computer Networking, Computer Science, Computer Engineering, or related fields;
• Background / knowledge in transport engineering field;
• Ten (10) years of relevant work experience in ITS.
• Must have at least four (4) projects experience in system design, system construction inspection, system monitoring, maintenance, and troubleshooting. Typical products may include ITS systems such as CCTV (Closed Circuit Television), variable message signs (VMS), vehicle and incident detection technologies, weather information systems, automated toll collection systems, traffic signal system and prioritization, as well as wireless and fiber optic communication systems.

Duty Station: Addis Ababa, Ethiopia

Duration of the Contract: Fixed - term contract for a duration of one year (12 month), but extendable depending on satisfactory performance and the possibility of the Project extension.

Salary:  Negotiable

The attention of interested Consultants is drawn to paragraph 1.9 of the World Bank’s Guidelines: Selection and Employment of Consultants under IBRD Loans and IDA Credits & Grants by World Bank Borrowers dated January 2011, Revised July 2014 (“Consultant Guidelines”), setting forth the World Bank’s policy on conflict of interest.

A consultant will be selected in accordance with the Individual consultant selection method set out in the Consultant Guidelines.
