Background

The Ministry of Labour and Skills (MoLS) is a public and federal institution established under the newly proclamation in Ethiopia since 2021, with a mandate to govern, monitor, and coordinate all government and non-government efforts in labour and skills.

The MoLS works specifically on:

  1. Identifying and designing new labour and skills opportunities;
  2. Building a coordination-platform for all labour and skills initiatives in Ethiopia;
  3. Developing and implementing sectorial labour and skills strategies;
  4. Formulating and adopting policies that favour job creation, private sector development, and the bridging of skill mismatch in the Ethiopian Labour Market.

MoLS, in collaboration with the Ministry of Urban Development and Infrastructure (MoUDI) and the Ministry of Women and Social Affairs (MoWSA), is currently implementing the Urban Productive Safety Net and Jobs Project (UPSNJP). UPSNJP builds on the successful Urban Productive Safety Net Project (UPSNP), which has been rolled out in 11 cities throughout the country. UPSNP’s objective is to improve the income of targeted households and establish urban safety net mechanisms through public works and livelihood support. The UPSNJP builds on the UPSNP by expanding the number of cities covered through the urban safety net mechanisms as well as strengthen social services to the urban poor and destitute.

This component supports key elements of Ethiopia’s National Plan for Job Creation, through fostering the development of human capital (Subcomponent 2.1) and strengthening labor market intermediation (Subcomponent 2.2). Through active involvement of the MOLS in both subcomponents, the component will closely follow the road map envisioned under the national plan and seeks to institutionalize the project into wider systemic changes. The proposed interventions are based on rigorous research on urban labor markets in Ethiopia and in line with international best practices (see section II.F for lessons learned).[1]

Subcomponent 2.1: Provide a First Work Experience for Less Educated Urban Youth (US$65.8 million equivalent)

This subcomponent seeks to address key obstacles to labor market integration of young, less educated adults by providing a first work experience in the form of six-month apprenticeships in up to 11 cities. Certain obstacles to enter the labor market are particularly apparent for certain demographic groups, and the project will therefore target youth with a high school diploma or lower qualifications. Through apprenticeships, youth are expected to learn valuable soft and technical skills. The apprenticeship combined with soft skill training, basic digital literacy training, job search support, and certification at the end of the program are designed to substantially improve labor market prospects and signaling ability of the young beneficiaries. The apprentices will work 22 days per month for six months and receive a stipend of $2 per day, which will continue for three more months after successfully completing the apprenticeship to help with job search.  This model is currently being piloted under the UPSNP in Addis Ababa, and lessons from this pilot will be used to scale up the intervention under the UPSNJP.

The program has distinct features that together will provide a multifaceted approach to build skills and provide firms with potential apprentices:

    • Selection of apprentices and firms will consist of several stages of registration, matching, interviews, and final selection, ensuring a high value proposition to apprentices and firms. Interested firms will be screened for their suitability for offering apprenticeships, including considerations of occupational health and safety (OHS) as well as Gender-Based Violence.
    • Life skills, digital, and job search training will be provided through government entities and third parties as required based on a harmonized curriculum to guide potential beneficiaries in workplace behaviors, develop basic digital literacy skills, and strengthen their job search ability.
    • Apprenticeships will be offered by private and public sector firms (MSMEs and large firms). A work and training plan will be required for each apprentice which will be supervised by a firm mentor and by local OSSCs. Successful apprentices and firms will receive a certificate of completion.
    • Firms that successfully participate in the apprenticeship program and have potential for job intensive growth will be able to participate in a matching grant competition. This will be organized by the MoLS in collaboration with private sector representatives, building on successful models in Nigeria and elsewhere.

Subcomponent 2.2. Strengthen Employment and Intermediation Services

Effective labour market intermediation and employment services represent a necessary component of a well-functioning labour market, in which workers can explore and develop their full economic potential. The Government of Ethiopia is currently working on a comprehensive reform of Public Employment Services (PES) to support the job search process and improve job readiness in Ethiopia.

The reform involves the establishment of a new PES structure with three levels of hierarchy: National Employment Agency, clusters/regional offices and job centres. The job centres will act as a single-window of service delivery for all job seekers either (i) looking for wage-employment or (ii) aiming to start their enterprises or (iii) looking for employment overseas, and in addition, the job centres will provide (iv) services for employers.

The PES reform is composed of two components: rural and urban component. The urban component of the reform is being implemented starting from February 2021. The implementation of the urban component will be done in two phases: the inception phase and the scale-up phase. The core part of the inception phase will be the establishment of 15 job centres and 3 clusters/regional offices as a pilot in order to test different models of service delivery, reporting lines, and monitoring. The offices will be build using the existing infrastructure and human resources mainly of One Stop Service Centers (OSSC) and other offices where appropriate. The pilot will last for 18 months and will be subsequently evaluated using a combination of qualitative and quantitative methods. The information collected during the pilot and through the evaluation will be used to inform the design of the scale-up phase.

To maximize program effectiveness, careful attention will be paid to the selection of participating youth and firms, and participants will be provided with necessary support including relevant training and stipends. The selection of beneficiaries will be based on multiple rounds of screening and interviews. Beneficiaries will be provided with financial support through stipends as part of the project. Participating firms will be selected based on suitability for providing apprenticeships and will be monitored throughout the course of the program by private sector associations to ensure adherence to work plans and relevant safeguards. To ensure successful matches between beneficiaries and firms, matching algorithms based on innovative tools including profiling surveys and behavioral games will be used.[2]
