1. Background

The Federal Democratic Republic of Ethiopia has received financing from the International Development Association (IDA) to increase access to finance for Eligible Small and Medium Enterprises and addressing bankability constraints of SMEs through provision of technical assistance, especially on Enabling Environment for SME Finance the cost of Small and Medium enterprise Finance Project (SMEFP) and intends to apply a portion of this credit towards the cost for hiring of individual consultancy services for Digital Business Specialist and ICT/ E-Commerce Specialist /Individual Consultant for ethipost (EPS).

2. Program Development Objective

The PDO is to increase access to finance and build firm capabilities for eligible small and medium enterprises in Ethiopia. The progress toward achievement of the PDO will be measured by the following indicators: (a) Volume of financial support to SMEs under the credit facility and DRF; (b) Number of SMEs reached with financial services under the credit facility and DRF; (c) Number of SMEs served with business development services; and (d) Portfolio quality under the credit facility.

3. The procurement process will be conducted through national competitive procurement using expression of Interest (EOI) as specified in the World Bank’s “Procurement Regulations for IPF Borrowers” Procurement in Investment Project Financing, Goods, Works, Non-consulting and Consulting Services’, Fifth Edition, September 2023 (“Procurement Regulations”), and is open to all interested eligible Proposers as defined in the Procurement Regulations

Digital Business Consultant /Specialist

The Digital Business Consultant should possess the following qualifications/competencies:

The Digital Business Consultant should have at least a Bachelor degree or M.Sc. in Information systems, Business management, Marketing management or related field.
The Digital Business Consultant should have at least a Bachelor degree /BSc & 8 years, MA/MSc & 6 years and PhD and 4 years of working experience in e-commerce, digital business environment or similar sector. He/she should also have experience in managing projects.
Extensive experience and expertise in digital business and e-commerce, preferably in a similar industry.
Proven record of accomplishment of successfully developing and implementing digital business and e-commerce strategies.
In-depth knowledge of industry trends, best practices, and emerging technologies in the digital business and e-commerce space.
Strong analytical and problem-solving skills.
Ability to work independently and meet tight deadlines.
Skills in conducting market research, collecting requirements and designing solution
Strong problem-solving skills by leveraging on internal strengths and working with relevant partners;

Quick learner with strong analytical skill to understand requirements and systems
Proven record of working in teams with an ability and readiness to respond to the needs of others
Advanced skills in conducting training programs
Project management skills
Excellent communication skills – English and Amharic

The consultant will be responsible to develop business plan to integrate the existing services in the e-commerce value chain. He/she will study the business processes of the organization and re-engineer them to suit the e-commerce value chain

Individual Consultant - ICT/ E-Commerce for Ethiopost (EPS)

The ICT Consultant should have at least a minimum of BSC in software engineering, computer science, information technology, and computer engineering or related field. Relevant/Appropriate Professional qualifications/certificates in the areas of: ITIL, CISSP, Programming languages, PMP, CCNP or related international recognized certification are preferable and advantageous.

Required Experience

The ICT Consultant/Specialist should have at least BSc & 10 years or MSc & 8 years or PhD and 6 years of working experience in ICT programming, database development, mobile application development, infrastructure, security and similar engagements.

Specific Experience

The consultant shall possess a minimum of five years specific experience in IT consultancy service, design and development of application, data center and Infrastructure, preparation of IT policy and Procedures, strategy, supporting in computing and information systems, planning, design, procurement, implementation, monitoring and evaluation of ICT projects and activities as well as systems management, project management and database, software management

The consultant will be responsible to support Ethipost and SMEFP in the e-commerce and IT related issues

4. Terms & Conditions

Contract: One year contract, with a three month provisional period and possible extension every year during the life time of the project.

Start Date: Immediate Availability is Essential

Remuneration: Negotiable

5. Application Deadline

Individual Consultants may obtain further information from the address below during office hours: 8:30 A.M -12:00 AM and 1:30 P.M -5:00 P.M from Monday to Thursday, and 8:30 A.M -11:30 A.M and 1:30 P.M -5:00 P.M on Friday. Dead line for the application submission will be on March 29, 2024.

6. The Project office reserves the right to reject the EOI.
