1. This invitation for bids follows the general procurement notice for this project that appeared in Development Business, issue no. 770 of23^rd February 2010. ¹

2. The Federal Democratic Republic of Ethiopia has received a Grant from the Global Environmental Facility Trust Fund toward the cost of Rural Electrification, and it intends to part of the proceeds ofthis Grant to payments under the contract for the Supply of all system components and system Installation of Photovoltaic for 270 Rural Elementary School.

3.   The Ministry of Water and Energy, Rural Electrification Fund (REF) now invites sealed bids from eligible bidders for the Supply of all system components and system Installation of Photovoltaic for 270 Rural Elementary Schools listed hereunder:

4. Bidding will be conducted through the international competitive bidding procedures

    specified in the World Bank's Guidelines of May 2004 revised Oct 2006:

    Procurement under IBRD Loans and IDA Credits, and is open to all bidders from

    eligible source countries as defined in the guidelines.  

5. Interested eligible bidders may obtain further information from the Project Coordination office of Rural Electrification Fund (REF) and inspect the bidding documents at the address given below from 9:00 a.m. to12:00 a.m. and 2:00 p.m. to 5:00 p.m. (Local Time) Monday to Friday.

6.  Qualifications requirements include:

•     The bidder should qualify experience requirement of supplying Photovoltaic systems at least worth of US$ 145,000.00 in a single contract or supplying Photovoltaic systems at least worth of US$2,200,000.00 in various contracts in the past 3(three) years.

•     Minimum average annual turnover for the last 2(Two) years should be at least equivalent of 2(two) times the value of the total price of thebidders bid;

              A margin of preference for certain goods manufactured domestically shall not be

              applied. Additional details are provided in the Bidding Documents. 

7. A complete set of bidding documents in English may be purchased by interested

    bidders on the submission of a written application to the address below as of 

    Feburary 10,   2011 (Monday to Friday: 9:00 a.m.- 12:00a.m and 2:00 p.m. to

    5:p.m.) And  upon payment of a non refundable fee of Birr 200 (Two hundred) or

    in US$ 12 (Twelve Dollar) or an equivalent amount in a freely convertible

    currency. The method of payment will be Cash or Cashiers Check (CPO), the

    document will be sent by first class mail for overseas bidders who send a crossed

    Bank Draft of Birr 300 (Three Hundred Birr) or US$ 20 (twenty dollars).

8.     Bids must be delivered to the address below at or before 10:00 a.m. (Local Time) 

    on March 28, 2011.

All bids must be accompanied by a bid security for Minimum of: US$ 14,000.00 (Fourteen Thousand) or equivalent in any freely convertible currency.  

Late bids will be rejected. Bids will be opened in the presence of the bidders' or bidders' representatives, who choose to attend at the address below at 10:30 a.m. (Local Time) on March 28, 2011.

Domestic Suppliers are required to present VAT registration Certificate and valid trade license.
