1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no 779 of July 9, 2010.
2. The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Additional Financing for Energy Access Project, and it intends to apply part of the proceeds of this credit to payments under the Contract for procurement of Drilling Consumables, tender no. ICB/EEPCO/AGPPEP/G2010-1
3. The Ethiopian Electric Power Corporation (EEPCO) now invites sealed bids from eligible and qualified bidders for the procurement of Drilling Consumables under 6 lots.
4.  Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated January 2011, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5.  Interested eligible bidders may obtain further information from Ethiopian Electric Power Corporation Ethiopian, Aluto Geothermal Power Plant Expansion Project Office; Mexico square, Tel.: 00251-115-51 25 64  Fax: 00251-115-52 57 10 27 attention Ato Mulugeta Asaye; email: asayemulu@yahoo.com, and inspect the bidding documents  at the address given below from April 4, 2011 at 08:00 AM to 05:00 PM.
6. Qualifications requirements include:; 

•         An average annual turnover for the past five year's equivalent to two times their bid price offered for the lot. To qualify for the award of multiply lots, bidders should have an average annual turnover for the past five years, equivalent to two times the aggregated bid price of all lots.

•          The Bidder has successfully completed at least 3 contracts of similar   value for the supply of drilling consumables in the past five years.

7.      A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee ETB 1000 or in USD 60. The method of payment will be in cash or cashier's cheque.   The bidding document may also be sent by airmail or courier service for overseas bidders upon payment of a non refundable fee ETB 1350 or in USD 80 for the Ethiopian Electric Power Corporation.

8.      Bids must be delivered to the address below at or before May 24, 2011 2:00 PM. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person. Bids will be opened at Ethiopian Electric Power Corporation, Aluto Geothermal Power Plant Expansion Project Mexico Square, and Generation Operation office Meeting hall on May 24, 2011 2:00 PM.  All bids must be accompanied by a bid security in Ethiopian Birr (ETB) in the following amounts or equivalent in any freely convertible currency on the exchange rate of Commercial Bank of Ethiopia, 28 days prior to bid closing date:
