Procurement of Photovoltaic system for 25,000 Rural Homes

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 770 of23^rd February 2010.

2. The Federal Democratic Republic of Ethiopia,Ministry of Water and Energy, Rural Electrification Fund has received a credit from the International Development Associationtoward the cost ofElectricity Access (Rural) Expansion Project Phase IIand it intends to apply part of the proceeds of this credit to payments under the Contract forProcurement of photovoltaic system for 25,000 Rural Homes,ICB no: REF/ICB/07/2011.

3. TheMinistry of Water and Energy, Rural Electrification Fund (REF) now invites sealed bids from eligible and qualified bidders for Supply and Installationof Photovoltaic system for Rural Homes.

Bidders can participate in one Lot or multiple Lots ofshown in the following table:-

Bidders may bid one or several lots of their choice and are invited to offer discounts in case a bidder is awarded more than one lot.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines:Procurement of Goods, May 2004, Revised May 2005, Sep. 2006, May 2007, and May 2010 under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.

6.A complete set of Bidding Documents in English may purchased by interested bidders on the submission of a written application to the address below as ofAugust 19, 2011, Monday to Friday: 9:00 a.m. to 12:00a.m and 2:00 p.m. to 5:p.m. and upon payment ofa non refundable fee ofBirr 850 (Eight Hundred Fifty birr) or in US$ 50 (Fifty Dollar) or in an equivalent amount in a freely convertible currency. The method of payment will be Cash. The Bidding Documents will be sentby courier service or overseas bidders who send a crossed Bank Draft of Birr 1,000 (One Thousand birr) or US$ 60 (Sixty US$).

7. Bids must be delivered to the address belowat or before10:00 a.m. (Local Time) on October 19, 2011.All bids must be accompanied by a bid security forMinimum of: US$ as shown for one Lot or multiple Lots or equivalent in any freely convertible currency as shown in the above table.Electronic bidding will not be permitted.
