IFB Title: Procurement of Drilling Consumables

1.      This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Ethiopian Herald dated 11 and 12 October2011.
2.       The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Additional Financing for Energy Access Project, and it intends to apply partof the proceeds of this credit to payments under the Contract for procurement of Drilling Consumables, tender no. ICB/EEPCO/AGPPEP/G2010-1
3.      The Ethiopian Electric Power Corporation (EEPCO) now invites sealed bids from eligible and qualified bidders for the procurement of Drilling Consumables under 6 lots. The final destination for all goods under6 lots is Aluto Project site. The project site is located 180 km south central from the capital Addis Ababa on the high way road to Kenya. Excellent road condition. For unloading operation crane and forklift are available at the project site.
4.       Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits dated May 2004, revised October 2006, and is open to all bidders from Eligible Source Countries as defined in the Guidelines.
5.      The bidder shall meet the following experience and financial capability; 

•         An average annual turnover for the past five year's equivalent to two times their bid price offered for the lot. To qualify for the award of multiply lots, bidders should have an average annual turnover for the past five years, equivalent to two times the aggregated bid price of all lots.

•          The Bidder has successfully completed at least 3 contracts of similar   value for the supply of drilling consumables in the past five years.

6.      Interested eligible bidders may obtain further information from Ethiopian Electric Power Corporation Ethiopian, Aluto Geothermal Power Plant Expansion Project Office, Mexico square, Tel.: 00251-115-51 25 64  Fax: 00251-115-52 57 10 27 and inspect the bidding documents starting from October 13, 2011 at 08:00 AM to 05:00 PM.

7.      A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee ETB 300 or in USD20 for the Ethiopian Electric Power Corporation, Generation OperationAdministration and finance Office, Mexico Square, starting from October 13, 2011 at 08:00 AM to 05:00 PM.

8.      The method of payment shall be in cash or cashier's cheque.

9.      The bidding document may also be sent by airmail or carrier service for overseas bidders upon payment of a non refundable fee ETB 350 or in USD 25 for the Ethiopian Electric Power Corporation. The method of payment shall be in cash or cashier's cheque.

10.        Bids must be delivered to the address below at or before November 28, 2011 2:00 PM. Electronic bidding will not be permitted. Late bids will be rejected.  Bids will be opened in the presence of the bidders' representatives who choose to attend in person. Bids will be opened at Ethiopian Electric Power Corporation, Aluto Geothermal Power Plant Expansion Project Mexico Square, and Generation Operation office Meeting hall on May November 28, 2011 2:00 PM.  All bids must be accompanied by a bid security in Ethiopian Birr (ETB) in the following amounts or equivalent in any freely convertible currency on the exchange rate of Commercial Bank of Ethiopia, 28 days prior to bid closing date:
