Procurement of Testing Equipment for components of Photovoltaic Systems

1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue no. 770 of23rd Feburary 2010.
2. The Federal Democratic Republic of Ethiopia, Ministry of Water and Energy, Rural Electrification Fund has received a credit from the International Development Associationtoward the cost of Electricity Access (Rural) Expansion Project PhaseII and it intends to apply part of the proceeds of this credit to payments under the Contract for Procurement of Testing Equipment for components of Photovoltaic Systems, ICB no:REF/ICB/09/2011.
3. The Ministry of Water and Energy, Rural Electrification Fund (REF) now invites sealed bids
from eligible and qualified bidders for Supply and Installation of Testing Equipment for
components of Photovoltaic Systems.
4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement of Goods, January 2011 under IBRD Loans and IDA Credits, and are open to all bidders from Eligible Source Countries as defined in the Guidelines.
5. Interested eligible bidders may obtain further information from Ministry of Water and Energy,
Rural Electrification Fund and inspect the Bidding Documents at the address given below at
REF Project Office Number: 08, from 9:00 a.m. to12:00 a.m. and 2:00 p.m. to 5:00 p.m. (Local
Time) Monday to Friday.
6. Qualifications requirements include:
The bidder should meet the experience of supplying and installation of Testing Equipment andPV system contract at least worth of US$ 300,000.00 in a single contract for the past 3(three) years or US$ 1,500,000.00 in various contracts in the past 5 (five) years.
7. A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below as of November 18, 2011 (Monday to Friday: 9:00 a.m. - 12:00a.m and 2:00 p.m. to 5:p.m. and upon payment of a non refundable fee of Birr 250.00 (Two Hundred Fifty birr) or in US$ 15 (US$ Fifteen) or in an equivalent amount in a freely convertible currency. The method of payment will be Cash. The Bidding Documents will be sent by first class mail for overseas bidders who send a crossed Bank Draft of Birr 400 (Four Hundred birr) or US$ 25 (US$ Twenty Five).
8. Bids must be delivered to the address below at or before 10:00 a.m. (Local Time) on January 04, 2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend at 10:30 a.m. (Local Time) on January 04, 2012.
