1. This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business; issue no 779 of 14July 2010.
2. The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association toward the cost of Additional Financing for Energy Access Project, and it intends to apply partof the proceeds of this credit to payments under the Contract for procurement of Customer connection cables & its accessories, tender no. EEPCo-V/G-06/11 Lot 1 & Lot 2.
3. The Ethiopian Electric Power Corporation (EEPCO) now invites sealed bids from eligible and qualified bidders for the procurement of Customer connection Cables & its Accessories under two lots.

4.Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, current edition and isopen to all bidders from Eligible Source Countries as defined in the Guidelines.

6.Qualifications requirements include:
•An average annual turnover for the past five year's equivalent to 2 times their bid price offered for the lot. To qualify for the award of multiply lots, bidders should have an average annual turnover for the past five years, equivalent to twice the aggregated bid price of all lots.
•The Bidder has successfully completed at least 3 contracts of similarvalue for the supply of Customer Service Connection Cables and Accessories in the past five years.
•The bidder's manufacturer has been manufacturing Customer Service Connection Cables and Accessories with an average annual output of at least twice the amount of the bid or twice the aggregate of all bids if applicable for multiply award for the last five years.
The detail evaluation criteria are specified in the tender document. A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.
7.A complete set of Bidding Documents in English may be purchased by interested bidders on the submission of a written Application to the address below and upon payment of a non refundable fee ETB 850 or in USD 50. The method of payment shall be in cash or cashier's cheque. The bidding document may also be sent by airmail or courier service for overseas bidders upon payment of a non refundable fee ETB 1000 or in USD 60 for the Ethiopian Electric Power Corporation, Universal Electricity Access Program (UEAP). Ethiopian Electric Power Corporation will not be responsible for the delay in the receipt of the bidding document dispatched by courier. No extension in the bid submission date is permissible on account of delay in receipt of bidding document.
8. Bids must be delivered to the address below at or before2:00pm, April 26,2012. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be opened in the presence of the bidders' representatives who choose to attend in person at the address below at 2:30pm, April 26,2012. All bids must be accompanied by a Bid Security in USD in the following amounts or equivalent in any freely convertible currency using theexchange rate of Commercial Bank, twenty eight days before deadline for bid submission.
