1. The invitation forbids follows the General procurement Notice for this project that appeared in Development Business issue No, DB Reference Nº: WB857-02/13 Posted on: 19 February 2013.
2. The Federal Democratic Republic of Ethiopia has received financing from the World Bank toward the cost ofthe Promoting of Basic Services Phase III and intends to apply part of the proceeds toward payments under the contract for Procurement of Vehicles for Regions PFM Support.

4. Bidding will be conducted through the International Competitive Bidding procedures as specified in the World Bank's Guidelines: Procurement of Goods, Works and Non-Consulting Services under IBRD Loans and IDA Credits & Grants by World Bank Borrowers January 2011("Procurement Guidelines"), and is open to all eligible bidders as defined in the Procurement Guidelines. In addition, please refer to paragraphs 1.6and 1.7 setting forth the World Bank's policy on conflict of interest.

6. A complete set of bidding documents in Englishlanguage may be purchased by interested eligible bidders upon the submission of a written application to the address below and upon payment of a nonrefundable fee Ethiopian Birr (ETB) 300 (three hundred) Borrower's currency) or equivalent amount in a freely convertible currency. The method of payment will be cashier's check or cash. The document will be sent to Bidders who wish to have the bid document delivered to their address by a courier service shall pay an additional amount of ETB- 515.00( five hundred fifteen ) or an equivalent amount in a freely convertible currency for a courier service charge or send a pre-paid courier service coupon to the purchaser to the following address .However the purchaser shall not be responsible for a loss or delay in the delivery of the mail and shall not entertain requests for extension on account of such delays.
7. Bids must be delivered to the address below on or before closing date of 30th June 2014 at 2:00PM Addis Ababa time; The Bid shall be opened on 30th June 2014 at 2: 30 PM Addis Ababa time at the address below.
Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly openedin the presence of the bidders' designated representatives and anyonewho chooses to attend at the address below Please refer no 8.
