IFB Title: Design Review. Supply and Installation of Electromechanical Equipments

 for Hawassa Town Water Supply and Sanitation Project

                                              IFB Number ICB: HTWSSE/G/02/2011

1.       This Invitation for Bids follows the General Procurement Notice for this Project that appeared in Development Business, issue on. 26 November 2007.

2.       The Hawassa Town Water Supply and Sewerage Service Enterprise through the Government of the Federal Democratic Republic of Ethiopia has received a credit & Grant from the IDA (International Development Association) toward the cost of Urban Water Supply and Sanitation Project, and it intends to apply part of the proceeds of this Grant & credit to payments under the Contract forDesign review, Supply and Installation of Pumps, Generators and Ancillary Electro-mechanical equipments for Hawassa Town Water Supply and Sanitation Project.

3.       The Hawassa Town Water Supply and Sewerage Service Enterprise now invites sealed bids from local or international eligible and qualified bidders for the Design review, supply and installation of Pumps, Generators & Ancillary Electro-mechanical equipments: Bidders must bid for the Design review, supply and installation of the whole package ofpumps and generators with all accessories and spare parts.

4.       Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Guidelines: Procurement under IBRD Loans and IDA Credits, and isopen to all bidders from Eligible Source Countries as defined in the Guidelines.

5.       Interested eligible bidders may obtain further information from Hawassa Town Water Supply and Sewerage Service Enterprise, Project Management Office, Piazza, back side of Hawassa City administration office. Tel. No. +251-46-2203993 or+251-46-2202983 ,Hawassa, Ethiopia, from 8:30 - 12:30 am & 1:30 pm to 5:30 pm local hours, from Monday to Friday.

6.       Qualifications requirements include:

a)       Financial Capability

❖  The Bidder shall furnish audited financial statement of the firm for the last five years to confirm an average annual financial turnover of at least USD Four Million ($ 4,000,000.00).

 (b)      Experience and Technical Capacity

❖  Bidder should have the experience on Design review, Supply & Installation of at least one contract of similar size and nature in the last three years, supported with names ofclients, type and value of contracts.

 (c)      Product ISO Certification should be attached to the document in compliance to the specifications.

A margin of preference for certain goods manufactured domestically shall not be applied. Additional details are provided in the Bidding Documents.

7.       A complete set ofBidding Documents in English may be purchased by interested bidders on the submission of a written application to the address below (paragraph 11) and upon payment of a non refundable fee ETB 250 (Two Hundred Fifty) or equivalent freely convertible currency. The method of payment will be cashier's check. Local bidders are required to attach, with their application, a copy of their renewed trade licenses, VAT Certificate and Tax Identification Number Certificate.

8.       Bids must be delivered to the address below (paragraph 11) at or before 10:00 A.M on June, 27, 2014. Electronic bidding will not be permitted. Late bids will be rejected. The bid Validity period shall be 120 days.

9.       Bids will be opened in the presence of the bidders'/representatives who choose to attend in person at the address below (paragraph 11) at 10:30 A.M  on June, 27, 2014

10.    All bids must be accompanied by a Bid Security of ETB 500,000 (Five Hundred Thousand) or an equivalent amount in a freely convertible currency.

11.    A pre-bid meeting shall be held on  June 2, 2014at 2:30 P.M local time at the address given below
