1. The Federal Democratic Republic of Ethiopia has received a credit from the International Development Association (IDA) in various currencies towards the cost of the Electricity Network Reinforcement and Expansion Project. It is intended that part ofthe proceeds of this Credit will be applied to eligible payments under the Contract-H "Plant Design, Supply Installation, Testing and Commissioning of:

4. Qualification requirements include:
For Lot-1
• Submission of audited balance sheets or if not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the bidders financial position and its prospective long term profitability. As a minimum, a Bidder's net worth calculated as thedifference between total assets and total liabilities should be positive.
• Minimumaverage annual turnover of Thirty Two (32) millions USD, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years.
- The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet : (i) the following cash-flow requirement: Five Million Three Hundred Thousand(5.3 Million)USD and (ii) the overall cash flow requirements for this contract and its current commitments.
• Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten [10] years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
• Participation as contractor, management contractor, or subcontractor, in at least two (2) transmission line live line installation contracts
• The Bidder should have done alone or as leading partner(sponsor), the design and live line construction of three (3) transmission lines of 132 kV voltage level or above, of which is at least one(1) transmission line shall be outside of its country .
For Lot-2
• Submission of audited balance sheets or if not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last five [5] years to demonstrate the current soundness of the bidders financial position and its prospective long term profitability.As a minimum, a Bidder's net worth calculated as the difference betweentotal assets and total liabilities should be positive.
- Minimum average annual turnover of thirteen (13) millions USD, calculated as total certified payments received for contracts in progress or completed, within the last five (5) years
- The Bidder must demonstrate access to, oravailability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means, other than any contractual advance payments to meet: (i) the following cash-flow requirement: Two million One Hundred Thousand (2.1 million) USD and (ii) the overall cash flow requirements for this contract and its current commitments.
- Experience under contracts in the role of contractor, subcontractor, or management contractor for at least the last ten [10] years prior to the applications submission deadline, and with activity in at least nine (9) months in each year.
• Participation as contractor, management contractor, or subcontractor, in at least two(2) substations contracts within the last seven (7) years, one contract value of at least USD10 million or two contracts value of US$7.5million each, that have been successfully and substantially completed and that are similar to the proposed Plant and Installation Services. The similarity shall be based on the physical size, complexity, methods/technology or other characteristics as described in Section VI, Employer's Requirements.
5. A complete set of bidding documents may be purchased by interested bidders on the submission of a written application to the above and upon payment of a non-refundable fee of ETB 3,000 starting from December 22, 2015.
6. The provisions in the Instructions to Bidders and in the General Conditions of Contract are the provisions of the Bank's Standard Bidding Documents for the Procurement of Plant Design, Supply and Installation, dated April 2008, revised August 2010,revised April 2015 .
7. Bids must be delivered to the office, Ethiopian Electric Power, EEP Electric Club, Mexico Square Attention: Ato KefeyalewMergia , Procurement Manager, Telephone No.011-5580781 on or before 2:00 PM, local time on March 7, 2016 and must be accompanied by a bid security of USD 400,000.00 (Four Hundred Thousand United States Dollars) for Lot-1 and USD
8. Bids will be opened in the presence of bidders' representatives who choose to attend at 2:30 PM, local time on March 7, 2016 at the offices of Ethiopian Electric Power, EEP Electric Club, Mexico Square, at the back of Federal police head quarter, Addis Ababa.
