Urban Water Supply and Sanitation Project

Title: Plant Design Review, Supply, Installation & Commissioning of  

           Electromechanical Equipments

ICB No: DDWSSA/IDA/UWSSP/G-EM/ICB/002-2015

1.    This Invitation For Bids (IFB) follows the General Procurement Notice for this project that appeared in Development Business Web Site, on August 17, 2007

2.    The Dire Dawa Administration Water Supply & Sewerage Authority through the Government of the Federal Democratic Republic of Ethiopia has received a credit from the IDA (International Development Association) toward the cost of Urban Water Supply and Sanitation Project, and intends to apply part of the proceeds of this credit to payments under the Bid no: DDWSSA/IDA/UWSSP/G-EM/ICB/002-2015  for Design, Supply, installation and commissioning of Fourteen  borehole  submersible pumps with fifteen reserve pumps, twenty two surface centrifugal booster pumps, chlorine preparation & dosing system equipment, standby generators, equipment for automated control system and associated head work, piping andelectrical works for  Dire Dawa Water Supply and Sanitation Project.

3.    The Dire Dawa Water Supply & Sewerage Authority now invites sealed bids from local or international eligible and qualified bidders for the Design Review, Supply & Installation of Electromechanical equipments. Bidders must bid for the Design review, supply and installation of the whole package of Electromechanical equipments with all accessories and spare parts.

4. Bidding will be conducted through the International Competitive Bidding (ICB) procedures specified in the World Bank's Procurement guidelines under IDA credits/grants and is open to all eligible biddersfrom eligible sources countries as defined in the guidelines.

5.    Interested eligible bidders may obtain further information from Dire Dawa Water Supply and Sewerage Authority and inspect the Bidding Documents at the address given below from 8:30 am to 5:30 pm Monday to Friday at working hours.

6.    Qualifications requirements include:

a)               Financial Capability

The Bidder shall furnish audited financial statement from an authorized independent audit firm orif not required by the law of the bidder's country, other financial statements acceptable to the Employer, for the last Three [3 ] years ( 2012, 2013, 2014 ) to demonstrate the current soundness ofthe bidders financial position & to

confirm an averageannual financial turnover of USD Twelve Million ($12,000,000.00), or its equivalent in ETB calculated as total certified payments received for contracts in progress or completed, within the last  Three (3) years

 (b)  Specific Experience and Technical Capacity

Bidder should have the Participation as contractor, management contractor, or subcontractor, in at least Two (2)contracts within the last Three (3) years

( 2012,2013,2014) , each with a value of at least USD Six Million ($6,000,000.00), that have been successfully and substantially completed and that are similar to the proposed Plant supply and Installation Services. Supported with names of clients, type and value of contracts.

(c)      Product ISO Certification should be attached to the document in compliance to   

           the specifications.

(d)      A margin of preference for certain goods manufactured domestically shall not be

      applied. Additional details are provided in the Bidding Documents.

7. A complete set of Bidding Documents in English may be purchased by interested bidders from the address below up on payment of a nonrefundable fee of ETB 500.00 (Five Hundred Birr)from the date of first announcement of this notice.

8. Bids must be delivered to Dire Dawa Water Supply & Sewerage Authority project management unit, Room No: 013 on or before 18 February 2016 at 09:00 AM. Bids shall be opened on 18 February 2016 in the presence of bidders or representatives who wish to attend in person at the address below at 09:30 AM. Electronic bidding will not be permitted and late bids will be rejected.

9. Bids shall be valid for a period of one hundred Twenty (120) days after bid opening and must be accompanied by a Bid security of ETB 500,000 (five hundred thousand)  or an equivalent amount in a freely convertible currency.
