Invitation for Bids (IFB)
Ethiopia
The project is for the procurement of Goods to supply, commission, install and configure a Data Center Infrastructure and Unified Communication & Collaboration Platform for the Ethiopian Roads Authority (ERA) and Ministry of Transport (MOT).
1. The Government of Federal Democratic Republic of Ethiopia has received a loan from the International Development Association towards the Ethiopia Expressway Development Support initiative, and it intends to apply part of the proceeds of this loan to payments under the agreement(s) resulting from this IFB: S/46/ICB/RFP/IDA/2011EFY.
3. The Ethiopian Roads Authority serves as the implementing agency for the project and now invites sealed bids from eligible bidders to Supply, Install and Commission a Data Center Infrastructure and Unified Communication & Collaboration Platform for the Ethiopian Roads Authority and Ministry of Transport. A turnkey solution is expected. The duration of the project is one (1) year.
4. Bidding will be conducted using the International Competitive Bidding (ICB) procedures specified in the World Bank’s Guidelines: Procurement under IBRD Loans and IDA Credits, edition of January 2011, revised July 2014, and is open to all Bidders eligible as defined in these Guidelines, that meet the following minimum qualification criteria:

Minimum of 5 years of progressive experience in the design and implementation of ICT infrastructure for clients and projects similar in nature, size and scope to this tender. |

Specific Project Experience

During the last 3 years, delivered at least two similar projects in scope, complexity and value related to data center infrastructure design and implementation based on software based Hyper converged Infrastructure (HCI) and VDI, preferably involving Unified Communication & Collaboration solution. Include client testimonial including contact information. Proposed HCI, VDI, and UCC solution must have been assessed in the latest Gartner Magic Quadrant as a Leader. Key personnel must include staff members who are certified in their respective core technical solution and services offering proposed by the bidder. In addition, the proposed project manager must have a PMP credential. Each key personnel must have minimum of three years of experience in the specific solution offering proposed and overall minimum of 8 years of progressive professional experience in technical and relevant field. All proposed personnel must have a minimum of BSc in technical field. Key Positions are Project Manager, HCI Technical Lead, VDI Technical Lead, Data Center Facility Technical Lead, IT Security Lead, SharePoint Technical Lead, UCC Technical Lead, and Server Systems Lead. The level of advanced certification and directly applicable and relevant experience are highly preferred. |
5. Interested eligible Bidders may obtain further information from Ethiopian Roads Authority and inspect the bidding documents at the address given below from 8:30 a.m. to 12:30 a.m. and 1:30 p.m. to 5:30 p.m. local time from Monday to Thursday, and from 8:30 to 11:30 a.m. and 1:30 p.m. to 5:30 p.m. local time on Friday.
6. A complete set of bidding documents in English language may be purchased by interested bidders on the submission of a written application to the address below and a nonrefundable fee of ETB 1,000 or USD 40, effective as of June 24, 2019. The method of payment shall be in cash or direct deposit to ERA’s account in the Commercial Bank of Ethiopia - Sengatera Branch, Account No. 01715-33144600–Swift Code - CBETETAA.

7. Bids must be delivered at or before August 20, 2019 at 2:30 P.M. to the address below. Late bids will be rejected.
All bids must be accompanied by a bid security of USD 40,000.00 or ETB 1.1 Million for the project. Late bids will be rejected. One Original and five Copies of the bids have to be submitted Bids will be opened immediately after the submission deadline in the presence of Bidders’ representatives who choose to attend at the address below.
8. The attention of prospective Bidders is drawn to (i) the fact that they will be required to certify in their bids that all software items proposed are either covered by a valid license or were produced by the Bidder and (ii) that violations are considered fraud, which can result in ineligibility to be awarded World Bank-financed contracts.
