1stINVITATION FOR NATIONAL COMPITION OF BID (NCB) TO ALL CONTRACTORS OF CATEGORY LISTED IN THE TABLE BELOW

Digelu&Tijo district Agriculture and Natural Resource Office has received Guarantee from AGP-II Programme towards the Budget funded for the construction of four (04) upgrading of Small Scale Irrigation Projectslocated in Oromia Region, Arsi Zone,Digelu&Tijo district listed in the table below.

Accordingly, Digelu&Tijo Agriculture and Natural Resource Office invite suitable qualified bidders to participate on construction of four (04) Small Scale Irrigation Projects (Tona, Kike Kelala, Jarota&Diki).

1. The Bid invitation is open to all eligible Contractors who could present renewed trade license for the year 2013, Tax clearance, VAT and TIN Registration certificates issued by tax authority.
2. Interested eligible bidders could purchase the bidding documents upon payment of Non-refundable fee of Birr 300 (Three hundred only) on Commercial Bank of Ethiopia Account No 526C22000013 for each document to obtain a complete set of bidding document from D/TijoRevenue Authority RoomNo:2, starting from 24/11/2020 or15/3/2013 to 23/12/2020 or 14/4/2013 at working time.
3. All Bids shall be in fixed price, price adjustment will not be allowed.
4. Bids shall be valid for a period of 60 days after -bid opening and must be accompanied by a bid security of the amount stated above in the form of an unconditional bank guarantee, cash or CPO.
5. Interested eligible bidders may submit the filled bid document to Digelu&TijoDistrict Agriculture and Natural Resource Office at D/TijoWoreda Deputy AdministrativeOffice including sealed bid documents of one original and two copy of each technical and financial proposals respectively in separate envelop. It also describes bidders address, employer’s name, site name & shall be signed, stamped clearly marking as original & copy document.
6. Bid must be delivered to the address below at Sagure Town before or on 24/12/2020 at 4:00 A.M. Late bidders shall be rejected.
7. Bids will be opened on 24/12/2020 at 4:30AM local time on the same date mentioned above and address in the presence of bidders/representative who choose to attend.
8. Bidders have to visit the site and bring site visit evidence from District Agriculture and Natural Resource office or from the project Kebele according to the site visit format.
9. During bid opening both technical & financial bid document will be opened simultaneously& those bidders who are technically qualified /responsive/ for all technical evaluation criteria’s during technical evaluation will be announced by letter or noticeand compute for the financial evaluation; the least evaluated pirce bidder after the arithmetic check will be  the winner.
10. Bid Submission process is only acceptable as expressed in the Standard Bidding Documents.
11. Bidders should carefully follow the procedures for the enveloping of the bids as expressed in the bid data sheet.
12. All Written contents & Qualification Criteria stated in the Standard Bidding Documents must be fulfilled, respected and has to be addressed briefly as per Order of standard stated in the World Bank Procurement procedural action and of Ethiopian Government.
13. If the bidder wins more than one project, bidder has a chance of getting only one Project by his/her choice. And the bidder shall decide and notify his/ her choice (project) by letter within five days to the employer after financial evaluation.
