LegalQualification
- •valid business license : Bidder has to submit valid business license indicating the stream of business in which the Bidder is engaged, in accordance with ITB Clause 4.5(b)(i); (Ref: ITB 37.2)
- •valid tax clearance certificate : Bidder has to submit a valid tax clearance certificate issued by the tax authority in accordance with ITB Clause 4.5(b)(iii). (Ref: 37.2(h))
- •VAT registration certificate: Bidder has to submit VAT registration certificate issued by the tax authority (in case of contract value specified in BDS Clause 4.5(b)(ii)), in accordance with ITB Clause 4. 5(b)(ii).; (Ref: ITB 37.2(g))
- •Debarment: Bidder has not been debarred by a decision of the Public Procurement and Property Administration Authority from participating in public procurements for breach of its obligation under previous contracts, in accordance with ITB Clause 4.3; (Ref: ITB 37.2(e))
- •Nationality: Bidder does have nationality in accordance with ITB Clause 4.2. (Ref: ITB 37.2(a))
- •conflict of interest: Bidder is found to have a conflict of interest as described in ITB Clause 6; (Ref: ITB 36.2(b))
- •Business organization Registration certificate: Bidder has to submit business organization registration certificate in accordance with ITB Clause 4.5(c). (Ref: ITB 37.2(f))
FinancialQualification
- •Financial Resources:
The Bidder must demonstrate access to, or availability of, financial resources such as liquid assets, unencumbered real assets, lines of credit, and other financial means of 10,000,000, other than any contractual advance payments to meet the cash-flow requirement.

The Peak annual turnover of 1,500,000 calculated as total certified construction work payments received for contracts in progress or completed within the past Five years
(Ref: ITB37.5(d)) - •Historical Financial Performance:
As a proof of the bidder's financial standing the following documents need to be furnished:
· A complete Audited financial statement for the past five years prepared by external certified Auditor.
· Letter from Ministry of Revenue stating the annual turnover of the
bidder from similar works only for the past five years

ProfessionalQualification
- •CVs of the Professional staffs: Bidder has failed to provide CVs of the Professional staff signed by the staff themselves or by the authorized representative of the Professional Staff. (Ref: ITB 37.3)
- •Project Manager:
MSC in communication engineering, electrical engineering/related fields, PMP certified with minimum of 4 years’ experience
(Ref: itb 37.3) - •Security Lead:
minimum Bsc in Electrical Engineering/Computer Science or related fields with at list 5 years of experience. Minimum Certifications CISSP, CEH, Certified in ITIL
(Ref: ITB 37.3) - •Datacenter Design professional :
at least 1 Certified Datacenter Design professional (CDCDP) and 1 in electrical or power related certificate
(Ref: ITB 37.3) - •Electrical Engineer/Computer Enginner:
minimum Bsc in Electrical Engineering/Computer Science or related fields with experience in installation/configuration, designing and deploying Enterprise Networks, UPS, Battery and CCTv

TechnicalQualification
- •Bidder Certification of Compliance Form:
Bidder shall provide at least Two Certificates of satisfactory execution of contracts provided by contracting parties to the contracts successfully completed in the course of the past Ten years with a budget of at least 50 million ETB.

Number of similar projects in Ethiopia (3 projects as minimum)
