NOTICE OF INVITATION FOR BIDS

CAPACITY BUILDING ROAD PROJECTS

1.       The Federal Democratic Republic of Ethiopia (FDRE) has allocated budget towards the cost of the following Road Construction Projects and intends to apply part of this budget to payments under these projects. These projects particularly dedicated for capacity building of domestic contractors.

2.       The Ethiopian Roads Administration now invites eligible bidders to submit their bids via e-GP as per the requirement of the bidding document in the system.

3.       Eligible bidders for participation such capacity building projects are bidders,

➢  who do not have Road Construction projects with ERA currently; or

➢  who currently have only Bridge Construction and/or Road Maintenance project; or

➢  who previously contracted with ERA for Bridge Construction and/or Road Maintenance projects.

4.       Bidders may submit bids for a single project or for all projects; however, the maximum number of projects awarded to any one bidder is limited to one. If a bidder is determined to be the lowest evaluated for multiple projects, the award will be based on the most economical combination that provides the greatest advantage to the Employer.

5.       Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.

1.       A pre-bid meeting is scheduled for Tuesday, April 14, 2026, at 10:00 AM at the Ethiopian Roads Administration (ERA) Head Office, Auditorium, Addis Ababa. While attendance is not mandatory; though, bidders are al strongly advised to attend to gain a clear understanding of the project requirements and procurement process.

2.       Interested local bidders shall submit the following evidence:

a.       Certificate of Registration from Ministry of Construction with the relevant Categories as on the bidding document for each project on the e-GP portal system, renewed for 2018 EFY and other appropriate documentary evidences demonstrating the bidder's compliance, which shall include:

i)                    Trading License renewed for 2018 EFY;

ii)                   Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date;

iii)                 VAT Registration Certificate; and

iv)                 Registration as Supplier in the list of the mandated public body, i.e. Federal Public Procurement and Property Authority (FPPPA).

3.       All interested bidders are required to visit the e-GP portal to access detailed project information. All bidders shall register as suppliers with the Federal Public Procurement and Property Authority (FPPPA). Bidders who are not yet registered are advised to complete their registration without delay.
