NOTICE FOR NATIONAL COMPETITIVE BIDDERS

1.       The Government of the Central Ethiopia Regional State, represented by Transport & Road Development Bureau, has allocated budget towards the cost of Consultancy Service for Detailed Engineering Design, Construction Supervision of contract Administration of Trial Bridge and intends to apply part of the proceeds eligible payment for Consultancy service (with Procurement Ref No. C/E/T/R/D//T/B/D/P/001/2026.

2.       The Packages of Trial Bridge Design & consultancy service Projects are located in Central Ethiopia Regional State, The Project names and distance's approximately from Welkite listed as shown below.

The Service to be, executed under the contract consists of but is not limited to the Consultancy Services for Detailed Engineering Design, Construction Supervision of contract Administration for Trial Bridge. The duration of the Engineering Design Document Preparation is 30 days (1 Month), Construction Supervision of contract Administration 60 Days (2month).

3.       The Transport & Road Development Bureau now invites bidders to submit sealed bids for providing the necessary Key professional staff for the Design, Construction Supervision of contract Administration of this Trial Bridge.

4.       Interested bidders shall submit the following mandatory evidences:

I.                     Trading License renewed for 2018 E.C. from authorized bodies,

II.                   Commercial Registration Certificate,

III.                 VAT Registration Certificate issued by tax authority,

IV.                Tax Clearance Certificate, which states that the bidder can participate in any public tender, valid at bid submission date,

V.                  Grade III and below Category Relevant Professional Practice Certificates renewed for at least for fiscal Budget Year from authorized bodies, and

VI.                Registration as Supplier in the list of the mandated public body, i.e. public Procurement and Property Administration Agency (PPPAA).

5.       Bidding will be conducted through the National Competitive Bidding (NCB) procedures and is open to all eligible domestic bidders as specified and defined in the Bidding Document.

6.       The evaluation and selection of consultants shall be carried out in accordance with the Federal Public Procurement Directive-Ministry of Finance and Economic Development, June 2010, accordingly the Method used will be Quality and Cost Based Selection (QCBS).

7.       Interested eligible bidders may obtain further information from and inspect the bidding documents at the address given below from 8:30 A.M. to 12:30 P.M. and 1:30 P.M. to 5:30 P.M. from Monday to Thursday and 8:30 A.M. to 11:30 A.M. and 1:30 P.M. to 5:30 P.M. on Friday. A complete set of bidding document prepared in English language may be purchased by interested bidders on the submission of a written application to the address below and upon payment of a non-refundable fee of ETB 500.00 (ETB: Five Hundred Only) the method of payment shall be in direct deposit to Central Ethiopia Transport and Road Development Bureau account in the Commercial Bank of Ethiopia -through Account No 1000572922417. Effective as of 7 successive calendar days starting from the notification of this advertisement on the Newspaper. The final submission date and opening of the proposal will be on the 8th date of this announcement on the Newspaper at 2:00 PM & 2:30 P.M respectively. If the 8th date is not a working day, it will be held on the next working days at same time.

8.       Bidders shall submit In addition to the original of the Bid Proposal, the number of copies required is: Two (2) copies of the technical proposal and, Two (2) copies of the financial proposal and the Copies and One Original Financial Proposal Shall be Sealed Separately (Two Seals) and all envelopes containing the original and the copies shall be sealed in another outer envelope clearly marked "Financial Proposal".

9.       Evaluation is to be carried out in two stages, Technical Qualification information first and Financial Bids of qualified bidders next.

10.   Bids must he delivered to the above address on or before 2:00 P.M of the above said date. All bids must be accompanied by a bid security of ETB 30,000 (ETB: Thirty Thousand). Late bids will be rejected. Qualification information and Bid security of the bidders will be opened in the presence of bidders/bidders' representatives who choose to attend at Transport & Road Development Bureau Conference Room Ground Floor, on the final date and time of bid submission as stated above.
