The Federal Democratic Republic of Ethiopia (FDRE) has received financing from the World Bank toward the cost of the Research component and intends to apply part of the proceeds toward payments under the contract Construction of Sheep Barn shed at Debre Birhan Agricultural Research Center in Amhara National Regional State

1.       Ethiopia Institution of Agricultural Research invites sealed Bids from eligible and qualified Bidders for the following Construction of Sheep Barn shed at Debre Birhan Agricultural Research Center in Amhara National Regional State.

2.       The bidders shall furnish the following documents to fulfill the eligibility criteria:

•         Renewed Trade license for the Year 2018 EFY,

•         TIN No, VAT Registration,

•         Valid tax clearance certificate issued by the tax authority. This documentation is required only for Locally Registered bidders,

•         Audited Financial Report of past Three Years (2021 to 2024 GC),

•         Supply registered on PPPA,

•         Letter of Authorized signature (Power of Attorney)

•         Commercial registrations,

•         Bid security amounted on News Paper and

•         Certificate of registration and competence as category GC5/BC5 and above issued by ministry of Construction and Urban Development.

3.       Bidding will be conducted through national competitive procurement using a Request for Bids (RFB) as specified in the World Bank's "Procurement Regulations for IPF Borrowers" (July 2016; revised November 2017; and July 2018; and November 2020 "Procurement Regulations"), which can be found at the following website: worldbank.org. The bid is open to all eligible bidders as defined in the procurement regulations.

4.       Interested eligible bidders may obtain further information from the Ethiopia Institution of Agricultural Research, EIAR Finance and Procurement executive or project procurement office at Block 5, 1st floor and room No 26 during office hours from 8:00 A.M. to 12:00 A.M. and 1:00 PM to 5:00 P.M.

5.       The English version of scanned bidding document can be obtained free of charge by downloading it from the World Bank's website at www.worldbank.org/procurement-files -.

Please note that you are required to register in person at the address specified in the above of this invitation.

6.       Bidders must be delivered in person to the address below on or before April 16, 2026, at 2:00 P.M. Electronic and postal bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders designated representatives and anyone who chooses to attend at the address below on April 16, 2026 at 2:30 P.M.

7.       All bids must be accompanied by a bid Security ETB 500,000.00 (Five Hundred Thousand Birr Only) or an equivalent amount in a freely convertible currency in the form of an Unconditional Bank Guarantee or CPO in the name the of Ethiopia Institution of Agricultural Research.

8.       The bid is valid for 120 days. The bid security shall be valid for twenty-eight days (28) beyond the end of the validity period of the bid. Finally, the client reserves the right to accept or reject the bid partially or totally.
