The Somali Regional State Water Bureau (SRS WB) invites sealed bids from eligible bidders for the provision of Procurement for the Supply and Installation of a Reverse Osmosis (RO) Water Desalination Plant for Kebridahar Town.

1.       Bidding will be conducted in International Competitive Bidding (ICB) procedures specified in the Bid document

2.       The interested bidders have to provide information of their experiences, skilled man power, equipment, machinery and other relevant information as specified in the bid document.

3.       Bid is a two-envelope bid and must be delivered with one original and two copies of technical and financial proposal in separate envelopes to the address given below at or before April 26, 2026 10:00 A.M. The bid shall be valid for a period of One Hundred Twenty (120) days and sealed separately. The bid shall be accompanied by a Bid Security of as specified in the above table in the form of Bank guarantee or C.P.O. Electronic bidding will not be accepted and late bids shall be rejected.

4.       A complete set of bidding documents in English may be purchased directly from SRS WB, Finance and logistic department at Jigjiga up on payment of a non-refundable fee of ETB 3,000 (Three Thousand Ethiopian Birr) from the date of first announcement of this notice on the newspaper in office hours.

5.       The scope of the works for Procurement for the Supply and Installation of a Reverse Osmosis (RO) Water Desalination Plant for Kebridahar Town includes the following but not limited to:

         i.            Procurement, Supply, Installation, Testing, and Commissioning of Reverse Osmosis (RO) Water Desalination Plant

•         The contractor shall procure, supply, install, test, and commission a complete Reverse Osmosis (RO) water desalination system for Kebridahar Town. The system shall consist of three (3) RO units, each with a treatment capacity of 1,750 m³/day, giving a total production capacity of 5,250 m³/day. The system shall operate using well water as the feed water source. The RO system shall be designed with a recovery rate of 75% and operate for 16 hours per day. The contractor shall supply and install all necessary components including intake system, feed pumps, pre-treatment units (such as filters and chemical dosing systems), RO membranes, high-pressure pumps, piping systems, electrical panels, control systems, instrumentation, monitoring equipment, and all accessories required for proper operatio

       ii.            Construction of steel structure Warehouse for Plant 20m*30m

     iii.            Construction of site office with laboratory building

     iv.            Site Work [Grading, Access Road, and Drainage]

       v.            Construction of operators wet toilets

6.       Under Qualification Requirements

a)       General Experience: the bidder must demonstrate successful completion of at least three contracts within the last 5 years preceding the bid submission deadline, each contract should have a value equal to the specified contract amount stated hereunder:

✔  at least two (2) contracts, each with a minimum value of ETB 100 million or 2 projects with a cumulative value of 200 million, within the past five (5) years starting from January 2020 G.C.

b)      Specific Experience: the bidder must demonstrate successful completion of at least three similar contracts within the last 5 years preceding the bid submission deadline, each contract should have a value equal to the specified contract amount stated hereunder and should be similar in nature and complexity to the works and related services outlined in the contract.

✔  at least three (3) contracts within the last five (5) years (starting from January 2021 GC), each with a minimum value of ETB 50,000,000, or in two (2) projects with a combined value of ETB 150,000,000 or more and the projects should be similar in nature and complexity to the works and related services outlined in the contract.

c)       The Average Annual Turnover: calculated as total certified payments received for contracts in progress or completed within the last 5 years: must be at least ETB 210 million or equivalent amount.

7.       Bid closing date shall be April 26, 2026 GC after the date of announcement, at 10:00 A.M.

8.       Bids shall be opened in the presence of official representatives of the bidders on April 26, 2026 GC, at 10:30 A.M at the SRS WB Conference Hall at Jigjiga.

9.       The Bureau reserves the right to accept or reject all or parts of the bid and to annual the bidding process.
