Invitation for Bids (IFB)

(Request for Proposal (RFP) - National Competitive Bidding)

1.       Akaki Kale Heywet church is desirous of inviting potential and eligible candidates to take part over this design competition, for the consultancy services comprising of the preparation of master plan, design proposal for academic rooms' expansion (G+4) and design proposal for commercial complexes (2 Blocks, each G+6) over its existing plot of land. Please kindly refer the separately prepared and attached ToR and building program for better clarity.

2.       Akaki Kale Heywet Church subsequently invites qualified bidders to submit sealed bids for the provision of the said consultancy services.

3.       The plot/site is located at commonly as known Zenebework area, roughly around 200 meters away to Tabot maderiya from the Zenebework square, Kolfe Keraniyo Subcity Woreda 5, Addis Ababa, Ethiopia within the compound of Akaki Kale Heywet church, having an overall area of 5,681 Square meters (m2).

4.       Bidders are expected to integrate the plot use and building proposed to be in harmony with the existing church, the existing academic blocks (class rooms) and the urban fabric functionally.

5.       The site offers an impressive location and an opportunity to realize Akaki Kale Heywet Church's iconic presence in an appropriate architectural expression.

6.       The bid is open to all eligible Architectural firms of Grade 3 (Grade **Three and above for Architectural Design Consultancy Service) with a PAU renewed registration certificate (CA or CAE) issued by an appropriate issuing body for the year 2025. The successful bidder shall comply with the license category requirement imposed by the Building Regulation Officials.

7.       A firm will be selected under a single-stage bid. Technical proposal shall be evaluated in accordance with Schematic Drawing (70%) and Statement of Competency (30%).

8.       A complete set of bidding document shall be collected from Akaki Kale Heywet Church Administration Office, during working hours, throughout the bid floating periods, upon submission of copies of eligibility documents, a deposit slip of payment of a non-refundable registration fee of Birr 1000.00 (One Thousands) in the following account numbers (CBE Account Number-1000068502652- or Awash Bank Account Number-01304169297001-) in the name of Akaki Kale Heywet Church Building.

9.       Issuance of this RFP constitutes an offer of contract to Akaki Kale Heywet Church, by depositing a 30,000 Birr CPO as bid security and registering for the bid, bidders are confirming acceptance of the offer, in the event of being declared winner of the bid.

10.   Bids shall be valid for a period of 120 days after bid opening and shall be delivered to the address below, on or before 2:00 PM, on 45th days of the date of the official announcement.

11.   Bids will be opened in the presence of bidders or bidders' representatives who chose to attend at the address below at, (2:15 PM), on the 45th day of the date of the official announcement.
