The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the procurement of D/ cab pick up and Back hoe Loader Equipment.

Invitation for Bids [IFB]

1.       The Republic of Ethiopia has received financing from the African Development Bank. here in after called the Bank, toward the cost of the 4 Towns Water Supply and Sanitation Improvement Program and intends to apply part of the proceeds toward payments under the contract for Procurement of D/ cap Pickup Vehicles and Backhoe Loader to delivery MOWE Office. Addis Ababa with in 90 days delivery period.

2.       The Ministry of Water and Energy now invites sealed Bids from eligible Bidders for the procurement of D/ cab pick up and Back hoe Loader Equipment.

3.       Bidding will be conducted through the Open Competitive Bidding (national) (NCB) method as specified in the Bank's Procurement Framework Procurement Policy and is open to all eligible bidders as defined in the Procurement Framework.

4.       Interested eligible bidders may obtain further information from the Ministry of Water and Energy through email: mengeshadimerabebe@gmail.com and inspect the bidding document during office hours from 8:30 am to 12:00 am noon in the morning and 2:00 p.m to 5:00 p.m in the afternoon at the address given below.

5.       A complete set of bidding document in English will be available and can be downloaded from ministry web page using the following link free of cost http://www.mowe.gov.et/en/resource types/procurement-files. Bidders are required to register in person at the following address before downloading the document and submitting their bids.

6.       Replies to clarification requested by bidders will not be emailed directly to bidders. All responses to clarification will be posted in the above link on the ministry website during the bidding process for all clarification/amendments with respect to this IFB.

7.       Bids must be delivered to the address below on or before April 6 .2026, Time 10:00 am. Electronic bidding will not be permitted. Late bids will be rejected. Bids will be publicly opened in the presence of the bidders or representatives and anyone who chooses to attend at the address below on April 6,2026, Time 10:30 A.M.

8.       All bids shall be accompanied by a bid security of Lot-1 ETB 232,500.00 (Two Hundred Thirty-Two Thousand Five Hundred) and Lot -2 ETB 248,000.00 (Two Hundred Forty Eighty Thousand) in the form of unconditional Bank Guarantee or cpo to the ministry of Water and Energy. The bid security shall be valid for 120+28 days. For bank Guarantee, the bidder must use the bank guarantee form included in Section IV (BID Form) of the bidding document.

9.       Bid shall be valid for a period of 120 days after the bid submission deadline.

10.   Ministry of water and Energy reserves the right to reject all or part of the bid.
