Construction Works of Mole Modern Coffee Nursery

Procurement Reference Number: ET-OROMIA MANCO WOR FSRP-517063-CW-RFB.

The Mancho Woreda Agriculture and Land Office intends to apply parts of allocated budget of Food System Resilience Program financed by the World Bank (IDA) toward the cost of the Construction of Mole modern coffee nursery Project in Oromia National Regional State, Jimma Zone, and Mancho Woreda. The Mancho Woreda Finance Office now invite sealed bids from eligible bidders for the construction of Mole modern coffee nursery Project. The names, locations, and amounts of bid security for this construction project is/are indicated in the table below.

1.       The Mancho Woreda Finance Office now invites eligible contractors Category WWC, GWWC -5 and above construction license to submit sealed bids for providing the necessary labor, material, and equipment for the construction and completion of the above project/Projects. Invited Bidders should fulfill the following requirements & other appropriate documentary evidence demonstrating the bidder's compliance requested in SBD;

•         VAT registration certificate and TIN certificate

•         Valid trade license or business organization registration certificate

•         Valid tax clearance certificate for 2018 E.C.

•         Renewed Construction License for 2018 E.C.

2.       Bidding will be conducted through a National Competitive Bidding (NCB) procedure as specified in the World Bank's Procurement Regulations and the bidding procedure to be followed is a Single-Stage Two-envelope procedure.

3.       A complete set of bidding documents in English Language may be purchased by interested Bidders upon the submission of a written application to the address below and upon payment of a non-refundable fee of Ethiopian Birr one thousand (1,000 ETB) starting from march 6,2026 G.C. at working hours. The method of payment will be depositing the Money in Account No.1000410241343 and take a receipt from Woreda Finance/revenue Office at and take the SBD from procurement director.

4.       The bidding procedure to be followed is a single stage, two envelope procedure. The bidders are required to submit original and two copies of each technical proposal and financial proposal. Technical proposal shall include sealed original technical, 1st copy,2nd copy and bid security (CPO). each placed in separate envelope. These envelopes shall be then to be envelope together in one larger envelope clearly marked "technical proposal. "then placed in separate envelope. These shall be enclosed in one larger envelope clearly marked "financial proposal." Finally, Entire set documents both technical proposal and financial proposal shall be enclosed single sealed outer envelope which shall clearly bear all necessary information regarding the bidder the employer and relevant project details.

5.       Bids must be delivered to the address below on or before 09, April 2026 at 10:00 A.M. All bids must be accompanied by a bid security indicated in the above table. Late bids will be rejected. Technical offers, and Bid security of the bidders will be opened by Woreda Technical Committee in the presence of bidders' representatives who choose to attend at the address below on the same date, 09, April 2026 at 10:30 A.M.

6.       A bid security four hundred thousand (400,000 ETB) in the form of a Cash Payment Order (CPO) or an Unconditional Bank Guarantee must be submitted as stated above, in the name of The Mancho Woreda Agriculture and Land Office

7.       The Bid validity period shall be: ninety (90) Calendar days after the latest date for submission of bid.

8.       The Mancho Woreda Finance Office reserves the right to accept or reject any or all bids and to annul the bidding process at any time, without thereby incurring any liability to Bidders.
