National Competitive Bidding (NCB) for

1.       CENTERAL ETHIOPIA REGIONAL STATE DESASTER AND RISK MANAGEMENT COMMISION EU-Funded Decentralized Disaster Risk Management Project Hosanna Ethiopia invites sealed bids from eligible bidders for Borehole Drilling, Community Water pond and construction of shad net at different location.

2.       Bidders shall provide valid business license indicating the stream of business in which the bidder engaged, renewed for 2018 E.C for authorized bodies. Its tax clearance certificate, TIN, VAT registration certificate issued by the revenue and customs authority valid within the bid process time; experience in borehole drilling, water pond and net shad minimum of 3 years; Registration of supplier list under public procurement and property administration agency and other authorized bodies valid for the year 2018 E.C

3.       A complete set of bidding documents may be collected by the bidder upon payment of a non-refundable fee of Ethiopian birr 400 (four hundred birr) at working hours from CENTERAL ETHIOPIA REGIONAL STATE DESASTER AND RISK MANAGEMENT COMMISION procurement and property administration directorate HOSSANA Ethiopia, telephone 09 12 31 09 01 and

4.       Eligible bidders are required to submit technical and financial proposals in separate envelops.

5.       Bids must be delivered to be address CENTERAL ETHIOPIA REGIONAL STATE DESASTER AND RISK MANAGEMENT COMMISION procurement and property administration directorate hosanna town on 16th calendar days beginning from the first date of advertisement. If the 10th day is not a working day; the bid will be submitted at the next working day. Electronic bidding will not be permitted. Late bids will be rejected.

6.       All bidders must provide bid security of as mentioned above in the form of bank guarantee or CPO. Insurance bond is not acceptable.

7.       The bid comprising of technical and financial document must be delivered in separate sealed envelopes in two copies as original and copy of the document to the address given above at 3:00-6:00 hour morning local time. all copies of the bid shall be submitted in separate envelopes i.e., the (technical proposal, financial offer and bid security) and one outer envelope, duly making the inner envelopes as "ORIGINAL" and "COPIES" both for the "Technical proposal" and "Financial Offer". The bid bod shall be part of the technical offer but in separately sealed envelope.

8.       Bids will be opened on the same date at 08:00 hour afternoon local time.

9.       Bids shall be valid for a period of Ninety (90) calendar days after Bid opening.

10.   CENTERAL ETHIOPIA REGIONAL STATE DESASTER AND RISK MANAGEMENT COMMISION reserves the right to accept or reject any or all bids, to alter amend or cancel this request if deemed to be of the interest, to annul the bidding process, and to reject all bids at any time prior to contract award, without thereby incurring any liability to the affected bidder or bidders. All bids must include value added tax (VAT) on the summary of the bid price.
